EMS Pharmacy and Logistics Manager

Campbell Couty Department of Public Safety

Salary is $60k DOQ

Position Overview:

The EMS Pharmacy and Logistics Manager is responsible for the oversight, compliance, security, procurement, storage, distribution, and accountability of all medications, medical supplies, equipment, and related logistics supporting a 911 Emergency Medical Services (EMS) system. This role ensures uninterrupted operational readiness while maintaining full compliance with federal, state, and local regulations, accreditation standards, and medical direction requirements.

The position works closely with the EMS Medical Director, Operations leadership, and field personnel to ensure safe medication practices, efficient inventory management, and costeffective logistics across the EMS system.

 

Performs with excellence, the following tasks, including but not limited to:


Pharmacy Management


  • Serve as the primary administrator for the EMS medication management program.
  • Maintain custody, security, and accountability of all controlled and noncontrolled medications.
  • Ensure compliance with DEA, FDA, Virginia Board of Pharmacy and local policies.
  • Coordinate medication procurement, storage, distribution, exchange, and disposal.
  • Maintain accurate medication inventories, lot numbers, expiration tracking, and reconciliation processes.
  • Investigate and document medication discrepancies, losses, or diversions; coordinate reporting as required.
  • Oversee narcotics exchange programs and emergency medication replacement processes.
  • Works with operational supervisors to ensure pharmacy paperwork and tracking are being followed.
  • Ensure proper temperature monitoring, storage conditions, and transport safeguards.
  • Collaborate with the EMS Medical Director on medication formulary management and protocol updates.
  • Coordinate medication recalls, shortages, and substitutions.
  • Manages the overall operations of the pharmacy.


Logistics Management

 

  • Manage procurement, inventory, and distribution of medical supplies, equipment, and durable goods.
  • Develop and oversee inventory control systems, including automated or electronic tracking platforms.
  • Monitor supply usage trends and forecast needs to prevent shortages or overstocking.
  • Support fleet and equipment readiness in coordination with operations and maintenance staff.


Paramedic/Firefighter I

 

  • Performs all aspects of advanced life support pre-hospital patient care during emergency medical service incidents. 
  • Work involves determining the nature and extent of various medical and injury related problems, following established treatment protocols, and transporting patients to the appropriate receiving medical care facility.
  • Performs manual and technical duties and responsibilities required to mitigate emergency medical incidents.
  • Follows established regulations (12 VAC 5-31), standard operating procedures and regional protocols in the application of pre-hospital care and in completing job duties.
  • Supervises and provides patient care at the scene of emergency incidents, as needed.
  • Ensures accuracy of all logs, records, messages and reports.
  • Provides support for fire and hazardous material activities as required by the incident commander which may include, but is not limited to fire suppression, EMS standby, patient care, overhaul operations, safety officer responsibilities, rehabilitation sector standby, etc.
  • Checks mechanical operations of ambulances, cleaning both inside and outside of ambulance, and providing decontamination as required.
  • Checks and maintains assigned medical equipment, assures supplies, drug, and other expendables are maintained at their desired level.
  • Performs housekeeping and maintenance duties at assigned station.
  • Performs routine clerical and administrative functions such as preparing reports and training materials.
  • Participates in public relations, educational, recruitment and retention programs as directed by the EMS Deputy Director.

 

Qualifications:

  • Two years of college or graduation from a business college plus additional college level coursework in related programs. Desired: Associate degree in a related field.
  • One year of full time, active emergency medical services experience. Desired: Previous experience in combination, career and volunteer public safety setting.
  • Valid Virginia Drivers’ License and be insurable under the County’s policy.
  • Current Virginia Emergency Medical Technician-Paramedic certification.
  • Current certification in ACLS, PALS, EVOC, and CPR. Desired: Certification in Advanced Practice Paramedic, BTLS or PHTLS and Vehicle Extrication.


  • Certification as Firefighter I Desired: Certification as Firefighter II.


  • Current National Incident Management System IS-700 and IS-100 certification.
  • Requires completion of National Incident Management System IS-200 within 120 days of employment.
  • Successfully complete a pre-employment physical, illicit drug screening and criminal background check.
