PAY PLAN: 111 - $ 35,884.00 minimum salary

SECTION I-JOB DESCRIPTION

SUMMARY:

Under the supervision of the Environmental Health Director or designee. Performs routine tasks which follows well established procedures, usually standardized and can be easily learned on the job.

ESSENTIAL FUNCTIONS:

1. Employee will accurately document all time worked.
2. Operate county vehicles and other equipment within policy and procedures to fulfill essential functions.
3. Adulticide and larvacide rural areas of Cameron County for mosquitoes and larva.
4. Collect/submit mosquito larva and adult mosquitoes for testing by the State Health Department lab.
5. Maintain daily records of areas adulticided/larvacided for mosquitoes and larva.
6. File results on larva and mosquitoes collected.
7. Maintain all mosquito spraying equipment.
8. Assist Animal Control Program during disasters or on emergencies.
9. Assist Animal Control Program on annual rabies clinics sponsored by Environmental Health Program.
10. Inspect/investigate complaints pertaining to tall grass, standing water, excessive rodent problems, unidentified bee swarms, etc.
11. Conduct inspections of eating and drinking establishments, grocery stores, tortillerias, bakeries, day care centers and school cafeterias as required by Cameron County Order and/or the State Health Department.
12. Prepare and provide presentations/workshops on person hygiene, rat proofing, vector control, etc. to area schools adult/children daycare centers, civic groups and door to door.
13. Participate in health fairs disseminating information on general sanitation, vector control, animal control, on-site sewage facilities, food establishments and other environmental health issues.
14. Conduct on-site sewage facilities inspections and investigate complaints.
15. Review installer/engineer designs submitted for approval.
16. Conduct inspections on existing septic systems (probe inspections) to determine if they meet up-to-date standards.
17. Review documents pertaining to residential/commercial water wells.
18. Conduct inspections/research paperwork submitted by engineering/surveying firms on proposed subdivision plats for approval.
19. Keep public aware through TV/radio/newspaper of current/proposed activities that would be beneficial to them.
20. Investigate all complaints received within 72 hours (tall grass, raw sewage, illegal installations and establishments with unsanitary conditions).
21. Assist office with incoming calls and give out general information to public as requested.
22. Train new staff in perspective field.
23. Makes daily reports to Environmental Health Director.
24. Other duties as assigned.

SECTION II-JOB REQUIREMENTS

EDUCATION AND EXPERIENCE:

Must have high school diploma or equivalent and basic knowledge and understanding of sanitation duties in the environmental field. Must currently possess or obtain within one year of employment the On-Site Sewage Facilities (OSSF) Designated Representative License and the Noncommercial Pesticide Applicator License. Must maintain licensures active while employed with the Cameron County Public Health Environmental Health Program. Upon successful completion of said six month period of probation, the applicant shall become a civil service covered employee. An employee who does not meet said requirements within one year of employment shall be terminated unless the Health Administrator in his/her discretion determines that the license certification training was not made available to the employee. The employee shall be given a specific extension of time not to exceed six months to complete said requirements.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of State laws and local orders regarding on-site sewage facilities and general sanitation regulations. Knowledge of vector control rules and regulations. Ability to work on small engines. Ability to correctly calibrate mosquito equipment (ULV machines) to meet minimum requirements. Ability to safely measure and mix chemicals. Ability to fill out daily reports. Ability to operate adding machine to accurately calculate totals. Ability to organize presentations/workshops as they are required. Ability to work after hours, weekends and holidays.

SPECIAL REQUIREMENTS:

Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency, extended hours and non-traditional work schedules (i.e., Saturdays and Sundays). Criminal background check is required for employment or continued employment. Ability to communicate effectively (oral, written and Spanish speaking ability).

PHYSICAL DEMANDS:

Good health and physical condition sufficient to permit full performance of the duties of the position. Must be able to lift at least fifty pounds (50 lbs). If additional assistance is required, employee must request assistance prior to performing the assignment.

SECTION III-JOB DIMENSIONS

CONTACTS:

EXTERNAL CONTACTS:

Occasional contact with other health, social and educational care agencies and outside organizations. Frequent contact with DHHS staff and other county departments. Communication is via telephone, written communication and face to face.

INTERNAL CONTACTS:

Utilizes tact when dealing with County employees, health, social and educational care providers, and clientele regarding operations issues. Constant contact with Human Resources Office.

Communicating is primarily face-to-face, via telephone and through written communication.

RESPONSIBILITY:

Comply with Cameron County and Department of State Health Services rules/regulations and display a positive public image. As a Cameron County employee, the identity of every client shall be kept confidential except to the extent necessary to carry out the purpose of an investigation, hearing, or judicial proceeding.

DIFFICULTY:

Judgment is required to ensure completion of job activities as assigned by the immediate supervisor or designee. Uses discretion to achieve work goals. Initiative is constantly required to achieve work goals.

GUIDANCE:

As assigned by immediate supervisor or designee. It is the responsibility of the employee to know and maintain contact with their immediate supervisor or designee.

WORKING CONDITION:

Working conditions are primarily in a clinic, office, community center or field setting.

This position is subject to a six (6) month probationary period prior to Civil Service eligibility.
