Salary: $ 39,562.00 per year.


SECTION I-JOB DESCRIPTION

SUMMARY:

Under the supervision of the Community Engagement Director or designee, the Health Educator conducts community-wide education and outreach through the development and implementation of initiatives focused on digital safety, parental digital literacy, social media and online videogaming use and cyberbullying prevention.

ESSENTIAL FUNCTIONS:

  1. Employee will accurately document all time worked.
  2. Educates and equips parents, guardians, and caregivers on strategies to implement digital safety measures, including device supervision, parental controls, and age-appropriate content filtering to establish healthy digital boundaries.
  3. Bridges the generational digital gap by educating parents and guardians on the mechanics, culture, and privacy risks of current youth-centric platforms, including social media applications, streaming platforms, and online gaming systems.
  4. Develops creative, culturally responsive public health messaging and social media content tailored to diverse demographics to raise awareness on cyberbullying, digital footprints, screen time management, online grooming, phishing alerts targeting vulnerable populations (e.g., elderly residents, children).
  5. Develop engaging presentations, webinars and workshops tailored for children, adolescents, adults, and community groups.
  6. Produces downloadable guides, tip sheets and toolkits regarding privacy settings, screen time boundaries and platform-specific risks.
  7. Designs and implements communitywide public health outreach focused on digital wellness, responsible social media use, screen boundaries and cyberbullying prevention to build and improve digital literacy skills within the community.
  8. Establishes open forums to serve as a resource to address and answer specific technical concerns with expert guidance on managing digital safety concerns.
  9. Develops communication strategies, campaigns and public engagement efforts based on local community needs.
  10. Assists participants through technical, step-by-step process of setting up parental controls and privacy settings on devices and individual applications.
  11. Develops tools to measure participant satisfaction and effectiveness of sessions and materials presented, and monitors feedback to identify gaps in knowledge to shape future educational programming.
  12. Continuously researches and updates materials to reflect changing algorithms, emerging apps, and new digital safety features.
  13. Creates and distributes surveys to measure knowledge satisfaction and practical usefulness of the training sessions.
  14. Collaborates with schools, community organizations and families to identify specific digital challenges and to expand the reach and impact of digital use awareness initiatives.
  15. Assists with multimedia content development, including photography, video content, graphics, presentations, educational campaigns, and community engagement initiatives.
  16. Coordinates with community organizations, businesses and schools to effectively promote program services, initiatives, events, and departmental goals.
  17. Performs other duties as assigned.

SECTION II-JOB REQUIREMENTS


EDUCATION AND EXPERIENCE:

Bachelor's degree in Public Health, Sociology, Information Technology, Cybersecurity or a related field, along with two (2) years of experience working with the general public. Related work experience may be substituted for education. Every two years of experience directly related to the duties of the job can substitute for every one year of required education.


KNOWLEDGE, SKILLS, AND ABILITIES:

Practical, working knowledge of modern and emerging digital platforms, privacy settings, parental controls, and digital safety frameworks (e.g., cyberbullying prevention, digital literacy curricula). Proficient in social media (e.g., TikTok, Snapchat, Discord) and emerging digital trends. Ability to break down complex, technical concepts into simple, actionable information for the general public to promote active learning. Knowledge in media literacy, digital footprints and how algorithms influence behavior. Thorough communication skills to communicate with the public (oral, written and Spanish speaking ability). Proficient in standard computer applications, software and hardware, including MS Word, Excel, PowerPoint, web-based tools, tablets, laptops and cellphones. Ability to demonstrate patience, respect and professionalism at all times. Ability to work with confidential client information. Ability to follow oral and written instructions. Ability to work with others as a team member. Demonstrate patience, respect, and professionalism toward the public. Knowledge of proper office etiquette in handling telephone and public.


SPECIAL REQUIREMENTS:

Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency, extended hours and non-traditional work schedules (i.e., Saturdays and Sundays). Criminal background check is required for employment or continued employment.


PHYSICAL DEMANDS:

Good health and physical condition sufficient to permit full performance of the duties of the position. If additional assistance is required, employee must request assistance prior to performing the assignment.



SECTION III-JOB DIMENSIONS


CONTACTS:

EXTERNAL CONTACTS: Occasional contact with other health, social, and educational care agencies, outside organizations. Frequent contact with clinic clientele. Communication is via telephone, written communication and face to face.

INTERNAL CONTACTS: Utilizes tact when dealing with County employees, health, social and educational care providers, and clientele regarding operations issues. Constant contact with County Personnel. Communicating is primarily face-to-face, via telephone and through written communication.


RESPONSIBILITY:

Comply with Cameron County and Department of State Health Services rules/regulations and display a positive public image. As a Cameron County employee, the identity of every client shall be kept confidential except to the extent necessary to carry out the purpose of an investigation, hearing, or judicial proceeding.


DIFFICULTY:

Judgement is required to ensure completion of job activities as assigned by the Immediate Supervisor or designee. Uses discretion to achieve work goals. Initiative is constantly required to achieve work goals.


GUIDANCE:

As assigned by Immediate Supervisor or designee. It is the responsibility of the employee to know and maintain contact with their Immediate Supervisor or designee.


WORKING CONDITION:

Working conditions are primarily in a clinic, office, or community center.



This is not a Civil Service covered position.
