The contractor shall provide Human Resource (HR) specialist support services to perform analytical and technical services to the NSWCPD HR Division. Typical areas requiring support include: Labor & Employee Relations, Staffing, Classification, Student Outreach and Recruitment, Workforce Development, Human Resource and Information Systems (HRIS). The contractor shall support the NSWCPD HR office by reviewing and providing recommendations resubject to approval by the Government on regulations, policies, and practices under Title 5, United States Code, and other statutes and legal authorities as applicable to provide informational support to officials, supervisors, and employees as they relate to the HR management principles.


 The contractor shall provide HR support services to NSWCPD’s Labor and Employee Relations (LER) Branch located in the HR Office. Tasks shall be related to the following programs: Employee Relations (e.g. Discipline; Benefits; Performance; Workers Compensation; Telework Program; Leave Programs; and Health and Wellness Programs). The contractor shall provide support for a variety of analytical and technical human resources functions subject to approval by the Government for the above program areas to include examining and providing recommendations on human resources laws, policies, rules, and procedures, and providing professional counsel to employees, supervisors, and managers. The contractor shall provide support for researching various human resources topics, compiling supporting data to document methodology, writing reports on findings and provide guidance. The contractor shall also support the drafting of letters, including disciplinary letters for managers. The contractor shall support process improvement teams and special projects. The contractor shall support conducting administrative investigations and drafting reports on findings. The contractor shall support different Labor and Employee Relations programs, which require the support of drafting local instructions, creating standard operating procedures, training managers and employees, providing guidance, developing briefs, tracking data, providing metrics and keeping Labor and Employee Relations Supervisor apprised of program progress.

 The contractor shall support SharePoint designer and administrator for the LER SharePoint site.

 The Contractor shall provide support for the Performance Management program functions for the Command’s Warfare Center Demonstration Project (DEMO) and the Department of Defense Performance Management and Appraisal Program (DPMAP). This includes, drafting local instructions and standard operating procedures, providing guidance to managers and employees, providing training to managers and employees, ensuring the Command complies with higher level guidance, collecting and maintaining performance appraisals, providing metrics to the Command leadership, and troubleshooting performance management tool issues.

 The Contractor shall provide support for coordinating Command Health Fairs and benefit events. This includes support for planning dates of events, sending out invites, ensuring visitors have proper clearances to enter the building and working with benefit vendors. The contractor shall also provide functions to assist with employee retirements. This includes ordering retiring plaques and sending retirement letters for Navy and/or Presidential signatures and coordination. Additionally, contractors shall provide support for organizing Command blood drives, by coordinating with the American Red Cross to schedule dates and advertise the drives.

 The Contractor shall provide support to ensure all LERs’ programs are in compliance and prepared for Command Inspections. This includes ensuring that NAVSEA HQ Checklist is being met for each of LERs’ programs.

 The Contractor shall support Employee Relations functions such as drafting local instructions and policies, drafting informal and formal disciplinary letters, attend pre-action meetings with employees and supervisors, provide guidance, draft investigatory reports and provide training on employee relations topics. The contractor shall also support by conducting administrative investigations and drafting reports of findings, when needed.

The Contractor shall support the Telework Program, which includes drafting local instructions and standard operating procedures, tracking telework agreements, providing metrics, working in a telework tool, providing guidance to supervisors and employees on the local policies, providing trainings to managers and employees on the program.

The Contractor shall support the Voluntary Leave Transfer Program (VLTP) and responding to all questions relating to the Command’s Absence and Leave Policy. Duties for the VLTP include, providing guidance to supervisors and employees, maintaining medical records in accordance with law, rules and regulations, working with other agency program managers, sending leave donations to payroll for processing, tracking program participants, notifying employees of who is in the program if given permission by employee and providing metrics. 

The contractor shall provide support with the programmatic oversight and management of the Federal Employees Compensation Act (FECA) Program. The Contractor shall be familiar with the Injury Compensation Program Administrator (ICPA) requirements in accordance with all applicable laws, rules and regulations outlined in 5 U.S.C.8101 and DOL Publication 810. Tasking includes assisting with workers compensation claims, performing liaison duties with the Department of Labor (DOL), providing information to supervisors and employees on regulatory requirements associated with the program, tracking and reporting on program metrics, filing documentation and completing charge back reports.


Salary : $60,000 - $80,000
