POSITION:   SUPERVISOR OF SPECIAL EDUCATION

 

LOCATION:  Department of Special Education

 

POSITION SUMMARY: Ensures the provision of a Free and Appropriate Public Education for students with disabilities from birth to age 21.   Supervises the development, design, implementation, and monitoring of special education programs and services to improve student performance and outcomes.  Works closely with other instructional departments to develop and revise curriculum, and to identify, design, and implement training for general and special education teachers and staff on effective instructional practices to improve student achievement. Observes and collaborates with school-based administrators in the evaluation of teachers and related service providers.  Acts as a resource to teachers in addressing the needs of all learners in achieving academic and behavioral success.

 

REPORTS TO:   Director of Special Education

 

EDUCATION, CERTIFICATION AND EXPERIENCE: At the time of application, the candidate must hold or be eligible for:

 

  1. Eligible for or holds a professional certificate with an Administrator I endorsement at the time of hiring.
  2. Have an Advanced Professional Certificate with a master’s degree.
  3. Have at least five (5) years of successful teaching, related service provision and/or administrative experience in special education.
  4. Early Childhood experience preferred.
  5. Regional Program experience preferred.

 

KNOWLEDGE, ABILITIES AND SKILLS: (These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions.) At the time of employment, the candidate must have: 

  1. Demonstrated exceptional ability in both written and oral communication.
  2. Demonstrated passion and commitment to students with disabilities and their families.
  3. Understanding of and ability to maintain rapport with persons from diverse, cultural, ethnic, and racial groups.
  4. Demonstrated ability to utilize and promote equitable practices in all facets of education.
  5. Have collaborative leadership skills with the ability to work as a team member.
  6. Have knowledge of technology, curriculum, instructional and behavioral best practices related to special education programming.
  7. Have experience facilitating IEP team meetings.
  8. Have knowledge of general education curricular standards and instructional requirements.
  9. Have experience working with students with significant behavioral needs preferred.
  10. Understands how trauma, equity, inclusive practices and restorative practices impact the student and teacher experience.
  11. Understands how to implement various supports to prevent and manage student behavior such as Crisis Prevention Intervention (CPI), Ukeru, and Life Space Crisis Intervention (LSCI).
  12. Have knowledge of federal and state mandates to ensure compliance with the Individuals with Disabilities Education Act and the Code of Maryland Annotated Regulations (COMAR).
  13. Knowledge of research – based and high – yield instructional practice that will increase student achievement when measured in a variety of different ways.
  14. Knowledge of Maryland College and Career Ready Standards and Danielson’s Framework for Teaching.
  15. Demonstrated knowledge of public relations, the dynamics of human behavior, and sensitivity.
  16. Possess a valid driver’s license and motor vehicle insurance.
  17. Demonstrated success in accomplishing tasks akin to the responsibilities listed below.
  18. Such alternatives to the above qualifications as the Calvert County Public Schools may find appropriate and acceptable.

 ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:

  1. Monitors system and school level compliance with federal and state special education laws and regulations.
  2. Ensures that all local special education procedures comply with federal and state law and regulations governing special education.
  3. Facilitates County Individualized Education Program (IEP) meetings.
  4. Provides guidance and support to school level administration and special education staff regarding issues and concerns with respect to special education law, regulations, and required procedures.
  5. Analyzes student data, evidence-based and research-based best practices/programs to assist teachers and other staff in the implementation of appropriate instructional and behavioral programs and interventions.
  6. Supervises and evaluates existing regional programs and recommends and implements changes.
  7. Interviews and selects special education candidates with departmental and school-based administrators.
  8. Observes and evaluates special education staff; provides instructional coaching to staff and models instructional strategies in order to address the needs of all learners in achieving academic success.
  9. Delivers actionable feedback about instruction and other professional practice through valid, research-anchored systems of supervision and evaluation to support the development of teachers’ and staff members’ knowledge, skills, and practice.
  10. Engages families and the community in meaningful, reciprocal, and mutually beneficial ways to promote each student’s academic success and well-being.
  11. Creates and sustains positive, collaborative and productive relationships with families and the community for the benefit of students.
  12. Compiles, maintains, and submits required reports as appropriate.
  13. Monitors IEP files and program implementation for continuous improvement.
  14. Approves supplies, materials, and textbooks used by special education personnel.
  15. Writes grants and monitors the programmatic and fiscal components of assigned grants.
  16. Keeps informed about current trends and practices in special education and disseminates professional information and materials to school staff.
  17. Attends and participates in school-based special education team meetings/Professional Learning Communities.
  18. Provides professional development on all aspects of special education, to include regulations, instructional and behavioral best practices.
  19. Collaborates with instructional directors, supervisors and specialists regarding curriculum and assessment issues.
  20. Collaborates with student services director, supervisors, school-based providers and building level administrators regarding discipline and behavior interventions for students with disabilities.
  21. Provides guidance and coaching on the implementation of various supports to prevent and manage student behavior such as Crisis Prevention Intervention (CPI), Ukeru, and Life Space Crisis Intervention (LSCI).
  22. Reviews and becomes familiar with assigned level or content standards, guides, textbooks, grading procedures, assessment procedures, and the effective use of facilities and equipment.
  23. Assumes responsibilities for own professional growth and development for keeping current with the literature, new research and techniques, and for attending appropriate professional meetings and conferences.
  24. Analyzes disaggregated special education performance data to set achievable system, Special Education Department and school improvement
  25. Models respect, professional behavior, and commitment to continuous learning.
  26. Thinks, concentrates, and interacts positively with others.
  27. Travels from school to school as necessary.
  28. Comes to work promptly daily and works flexible hours as necessary.
  29. Works under stress and meets all deadlines.
  30. Works extended hours and weekends as necessary to ensure communication of essential information and to complete job tasks and assignments.

OTHER JOB DUTIES: (Duties listed are not intended to be all inclusive nor limit duties that might reasonably be assigned.) Performs related work as required or assigned by the Director of Special Education.

 

PHYSICAL DEMANDS: Position requires significant periods of standing and walking and is performed in a typical school environment.  Work may require physical as well as psychological confrontations with aggressive students.

 

UNUSUAL DEMANDS:  May be subject to flexible hours. 

 

FLSA STATUS: Exempt

 

TERMS OF EMPLOYMENT: Twelve (12) month position and salary commensurate with qualifications and experience applied to the 2025-2026 salary schedule for Administrators and Supervisors.   All employees are encouraged to have automatic payroll deposit.

 

EVALUATION:   Performance will be evaluated in accordance with the policy on evaluation as established by the Calvert County Public Schools.

 

EFFECTIVE DATE OF POSITION:  2025-2026 school year

Federal law requires that a new employee must complete the Employment Eligibility Verification (Form I-9) in person before beginning employment. Employment is conditional upon successful completion of a drug screen. Current employees of the Calvert County Public Schools are exempt from these requirements.
