JOB REQUIREMENTS: Examples of Duties: Processes, coordinates and
oversees the maintenance of payroll data and the processing of the
bi-weekly payroll. Responsible for the application and implementation of
all existing union contracts, the Non-represented Pay Plan, and County
policies as related to payroll, in coordination with the Department of
Administration. Verifies wages, employment, and other information to
appropriate parties as necessary or requested. Prepares and files on a
timely basis, government reports, tax deposits, and payments for various
employee withholdings. Interprets County policies and government
regulations affecting payroll and accounting procedures. Communicates
and explains administrative decisions, policies, and instructions to
Department Heads and employees. Compiles, prepares, and distributes
payroll data and reports to Department Heads and employees including
W2\'s. Responsible for implementation, maintenance of the computerized
financial systems, used by Calumet County. Responsible for maintaining
County check printing software. Assists employees with budget entries,
general ledger entries, payroll processing, and other tasks as
necessary. Provides assistance to the Finance Director in the
development of departmental budgets and preparation of the annual
financial report for the state and the annual audit. Develops and
maintains up-to-date policy and procedure manuals related to financial
accounting and payroll systems; recommends changes in payroll and
accounting policies for departmental and county-wide use. Prepares, or
supervises the preparation of, financial reports as necessary (e.g.
weekly, monthly, annual, etc.). Assists in the establishment of system
controls for new financial systems and development of procedures to
improve existing systems. Reconciles cash deposits made by other County
departments. Performs financial research and analysis, and provides
assistance to all County departments regarding financial transactions
and the County financial system. Coordinates countywide purchasing and
inventory activities, including negotiating vendor contracts for
consolidated purchases. Coordinates the County purchasing team. Analyzes
internal controls, develops and directs corrective actions for
deficiencies, compiles reports, analysis, and corrective actions,
reviews control changes periodically to determine effectiveness.
Reviews, determines fiscal appropriateness, and makes necessary
corrections to vouchers, contracts, fiscal notes, ordinances and
resolutions. Interacts with other governmental and private agencies.
Coordinates transfer of information to plan providers, auditors, and
consultants. Coordinates and processes worker\'s compensation claims.
Prepares, maintains and files confidential and other records, reports
and correspondence. Specific duties include: monitors Medical and Family
Leave for all employees; monitors sick leave utilization; and monitors
insurance utilization. Coordinates the billing of retirees and COBRA
enrollees and the reconciliation of monthly insurance premium billings.
Coordinates employee eligibility for benefit participation with the
Department of Administration. Acts as backup for Finance Director as
needed. It is unlikely an employee will perform all the duties listed on
a regular basis, nor is the list exhaustive in the sense it covers all

Carries out supervisory responsibilities in accordance with the

and procedures relating to payroll and fringe benefit management
processing and ability to readily acquire knowledge of County accounting
and payroll systems. Knowledge of basic accounting principles relating
to payroll processing, and an understanding of generally accepted
accounting principles and procedures, and governmental accounting.
Ability to coordinate and implement payroll and accounting systems in a
large, multi-department organization. Ability to establish and meet work
deadlines and stay on task with constant interruptions; and
comprehensive knowledge of filing and record maintenance procedures.
Ability to establish and maintain effective working relationships with
other employees, County officials and officers and the general public
contacted in the course of work. Ability to maintain confidentiality in
