Job Description And Duties
Responsible for overall function of the South Area District Encroachment Permits Office. This includes overseeing the application review process, inspections, and investigations required to insure permitted work is completed as authorized. Coordinates with the North Area DPE ensuring District consistency. Attends Statewide DPE meetings, reviews and interprets policies and procedures, and coordinates with Headquarters Encroachment Permits Office to ensure consistency and compliance. Supervises and directs the activities of the South Area District Encroachment Permits Office staff including training, reports of performance, and progressive discipline; plans, assigns, and checks work; interprets policy, provides instructions and assistance related to permits and other engineering matters. Communicates with internal and external partners, stakeholders, private citizens and other agencies on matters related to encroachment permits. Communication will be both verbal and written. This includes coordinating the accumulation or preparation of data to be used by State Attorneys in defending the State against legal actions. Directly supervises the team of employees that comprise the South Area Encroachment Permits Office, which may include Transportation Engineers, Transportation Engineering Technicians, Associate Government Program Analysts, and Staff Services Analysts.

Working Conditions
Position is located at 95 W. Lake Mendocino, Ukiah, CA 95482, Mendocino County
Multiple positions may be filled from this recruitment.
This is a Limited Term position which may be extended to 24 months or become permanent.
While at the base of operation, you will work in a climate-controlled office under artificial light. This position requires periodic travel to meet with permit applicants, permitees, and to attend trainings and/or meetings at either the District 1 Office or
TELEWORK - This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
