Job Description And Duties
The Information Technology Specialist (ITS) I, will be an integral member of the Bimodal Support Unit. The unit's responsibility is to design, develop, configure, customize, integrations supporting technologies/platforms such as Power Apps, Power Automate, SharePoint, Tableau, Salesforce, ServiceNow and to provide daily maintenance and operations support.
Under the direction of the Information Technology Supervisor II, the primary function of this ITS I position will be to administer and support Continuous Integration and Continuous Deployment (CI/CD) Pipeline integration and Application Life-cycle Management tools in alignment with the System Development Life Cycle (SDLC). The ITS I will be responsible for installing, configuring, and administering SDLC tools including, but not limited to, code repository, version control, requirements management, and application performance monitoring. The ITS I will support the development team with resolving complex technical problems.
Major Functions:
The incumbent's duties include, but are not limited to, establishing technical specifications and standards, performing complex systems analysis, resolving complex technical problems, developing system performance standards and engineering architectural solutions. The responsibilities require the incumbent to work collaboratively with program customers and information technology teams. These essential interrelationships are critical to identifying and meeting business, functional, and technical requirements along with accepted performance standards for IT systems. As part of the duties, the incumbent will lead or advise IT staff in analyzing and developing systems across all phases of the system development life cycle, including design, development, testing (unit, system integration, regression, and end-user), deployment, and maintenance. The incumbent will lead enterprise-scale IT projects that involve cross-functional teams and integrate multiple platforms (e.g., Salesforce, ServiceNow, Tableau) with SDLC tools to support business-critical applications.

Working Conditions
Position located at 1500 5th Street, Sacramento, Sacramento County.
If not working remotely, the employee will work in a climate-controlled office under artificial lighting using a personal computer. The employee may be required to work for extended periods of time in a computer room that maintains an approximate temperature of 70 degrees. The employee may be required to travel. When available, a State vehicle will be provided. Possession of a valid driver’s license is required when operating a State owned or leased vehicle. If the employee utilizes their own personal vehicle, they may be reimbursed for travel expenses. Some weekend or after-hours may be required. The employee must carry a cell phone and respond to calls after hours.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

- Demonstrates experience analyzing and designing scalable, maintainable software systems, conducting root cause analysis, and applying both Agile and Waterfall methodologies to recommend and implement system improvements.performance optimization.
- Exhibits proficiency in preparing written and verbal correspondence, translating technical concepts for non-technical audiences, facilitating requirements sessions, and delivering end-user training and documentation.
