Job Summary

Under the general supervision of the Chief of Police, the Lieutenant is responsible for the direct and indirect supervision of all personnel assigned to the Operations Division to include policy formation and execution. The incumbent is responsible for the protection of life and property and the enforcement of all pertinent laws within the jurisdiction of the California State University Long Beach Police Department. The incumbent acts as an assistant to the Chief of Police and may act as the temporary head of the Department in the absence of the Chief of Police.

Key Responsibilities

  • Supervision - Manages the day-to-day operations of the Police Operations and K-9 program. Supervises Field Training Program.
  • Administration - Interacts with campus administrators, assessment teams and supervisors of other University departments, including Chancellor's office and other law enforcement agencies. Assists in the responsible management of the Police's fiscal resources. Investigates complaints and department personnel actions for compliance to policy and acceptable standards of conduct for police personnel to ensure adherence with applicable laws.
  • Special events - Coordinates UPD participation in the campus Events Management program.
  • Police/Personal Development - Maintains professional credentials and ensures police personnel remain current on professional trends. Performs the duties of a police officer, including compliance with Police Officer standards.

The ideal candidate brings a proven ability to interpret and evaluate policies and procedures, offering thoughtful proposals for implementation and improvement. They possess a strong foundation in personnel management theories and practices, with demonstrated success in leading teams and managing diverse, complex projects simultaneously. Highly self-directed, they effectively oversee workgroups while fostering collaboration with peers and the broader campus community. Their communication skills, both verbal and written, enable them to engage across a wide range of audiences. Technologically proficient, they utilize software such as Excel, MS Word, and Outlook to support core responsibilities, and leverage technology to achieve project goals. Additionally, they have a solid understanding of emergency management frameworks including ICS, SEMS, NIMS, and the Unified Command Structure, along with the roles of local responders and government in emergency planning. Their experience also includes managing program budgets with precision and accountability.

Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student and assist in achieving the university's commitment to a "vision of excellence."

Education And Experience

  • Bachelor’s degree and a minimum of six years law enforcement including three (3) years as a sergeant. Incumbent must possess a Basic, Intermediate, Advanced, and Supervisory certificate from Commission on Police Officer Standards and Training (POST).
  • Experience at a University-based law enforcement agency preferred.
  • Incumbent must pass a full police background examination.

Physical Summary

  • Heavy work - Job involves lifting more than 40 pounds. Approximately half of the incumbent's time will be spent walking, standing, squatting, kneeling, or climbing.

Licenses / Certificates

  • Valid California Driver License.

Employees who are required to operate motorized vehicles and/or use their personal vehicle more than once a month on university business are required to take a mandatory Defensive Driving course and enroll in the DMV Employee Pull Notice (EPN) Program.

Hiring Range: The hiring range for this position is $12,083 - $13,250 per month commensurate with candidate's education, experience, skills, and training.

CSU MPP Compensation Summary Range: The MPP Comp Summary Range for this position is $11,064 - $16,596 per month.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.

Additional Information

The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Due to the nature of this position, current CSULB employees are subject to a criminal record check unless they have successfully completed a criminal background check through CSULB within the past 12 months.
