Responsibilities & Duties

Serving as the administrator for Housing & Residential Education (HRE) programs, services, and operations, the Director provides comprehensive vision, guidance, and leadership for the planning, development, and implementation of a student-centered residential experience. With a focus on student development, retention, and satisfaction, the Director ensures that all programming, services, and operations are aligned with CSUCI’s mission and values. This includes the creation of departmental procedures and drafting of University policies in compliance with CSU and campus standards.

The Director oversees all aspects of Residential Education, including the implementation of a student development curriculum and community engagement initiatives that foster a safe, enriching, and inclusive living-learning environment. Through the development of Living-Learning Communities (LLCs) and Theme Communities (TCs), and in collaboration with Academic Affairs personnel working on high-impact practices, the Director supports the integration of academic and social engagement within the residence halls. Special emphasis is placed on programs addressing academic success, alcohol and other drugs education, and diversity, equity, and inclusion (DEI).

Utilizing a data-informed approach, the Director implements effective strategies for program and service development, decision-making, and assessment. Student learning, service quality, and program effectiveness are regularly evaluated using CSUCI and Division of Student Affairs (DSA) dashboards, benchmarking surveys, and other assessment tools. The Director also develops and monitors student learning outcomes, ensuring a continuous cycle of improvement.

Supervising a team of professional and student staff, the Director recruits, trains, mentors, and evaluates team members with a focus on productivity, morale, and engagement. Staff development is supported through ongoing training, recognition, and the integration of innovative practices and technologies. A clear staffing structure is established to meet programmatic goals, and the Director fosters a supportive and high-performing team environment.

As the HRE lead conduct officer, the Director oversees the administration of the student conduct process within housing, ensuring alignment with University standards and collaborating with the Student Conduct office as needed. The Director coordinates training for staff in conduct protocols, crisis response, and emergency management, and serves as a 24/7 Administrator on Call to support professional staff in managing critical incidents. This includes leading or co-leading crisis response efforts with the Director of Housing Services & Operations (HRO) and collaborating with University Police (UPD), Counseling & Psychological Services (CAPS), Environmental Health & Safety (EHS), Facility Services (FS), and others.

The Director is a key responder to campus emergencies and serves on the University’s CARE (Campus Access, Retention, & Equity) team and as an ad-hoc member of the Multi-Disciplinary Team. The role includes coordinating post-incident support for residents, managing critical incident reports, and developing a 24/7/365 duty schedule for professional on-call rotations. In collaboration with the Director of HRO, co-leads establishing protocols and policy to support residential health and safety.

Working in partnership with the Director of HRO, the Director of HRE shares responsibility for approving, administering, and publishing the HRE license agreement annually. This includes consulting with the AVPSA/DOS and legal counsel regarding contractual matters. The Director provides support to the Director of HRO in managing day-to-day facilities operations, maintenance coordination, long-term planning, and input on housing capital projects. The Director also collaborates on ensuring adherence to standards of care, legal compliance, and effective marketing strategies to maintain high occupancy. In collaboration with the HRO, the Director supports the execution of summer conference lodging operations, ensuring a safe and welcoming environment for guests.

The Director fosters partnerships across the institution, working with departments such as Academic Affairs, Admissions & Recruitment, Financial Aid, Facility Services, University Police, Student Business Services, University Auxiliary Services, and University Events. This role also includes budget oversight and planning in collaboration with the DSA budget office, ensuring effective fiscal stewardship of HRE resources.

As a member of the Student Life & Support Programs (SLSP) Leadership Team, the Director contributes to the strategic development of Student Affairs initiatives and plays an active role in advancing student success. Participation in state, regional, and national organizations related to university housing and student affairs is encouraged as resources permit. The Director performs additional duties as assigned in support of the University’s mission and the evolving needs of the residential student community.

Requirements Of Position

Education: A master’s degree in Higher Education and/or Student Affairs or a related field required.

Experience: At least seven years of progressively responsible experience in a university student housing program required. Progressive experience in a university housing and residential life program and familiarity with current issues and trends in higher education required. Experience developing and leading housing programming curriculum, university student conduct activities, or a comparable combination of education and experience in these areas is required. Experience working in a collective bargaining environment is preferred.

Other Knowledge/Skills: Demonstrated leadership in developing and delivering student-centered services and programs. Demonstrated knowledge of student and community development. Experience directing the selection, training, and work of student leaders, student employees, and professional staff. Experience responding to typical student emergencies and providing appropriate and timely response and referrals. Knowledge and experience in forecasting and developing budgets is required. Ability to engage parent/family/supporters in the campus and residential experience. Must possess a high degree of initiative to accomplish University and DSA goals. Excellent communication skills as demonstrated by a pronounced sensitivity to the needs of a diverse student body and campus community and the ability to resolve conflicts and defuse emotionally-charged situations. Ability to foster effective working relationships with students, staff, and administrators. Demonstrated leadership in developing and delivering student-centered services and programs to effectively fulfill the University’s mission. Ability to analyze and evaluate complex problems and data, derive logical conclusions, evaluate alternatives, and implement timely and practical solutions. Ability to adapt quickly in a fast-paced environment with multiple and changing priorities and deadlines. The ability to interpret and apply policies and procedures independently and use judgment and discretion to act when precedents do not exist. Ability to maintain a high level of discretion, confidentiality, and exercise consistently sound judgment. Must maintain the confidentiality of student information at all times per FERPA requirements.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083, revised July 21, 2017, as a condition of employment.

The person holding this position is considered a Campus Security Authority as defined by the Jeanne Clery Campus Security Act and must provide reports regarding Clery crimes about which they become aware to the designated campus authority.
