POSITION PURPOSE: Under administrative direction of the Sr. Director of Capital Planning, Design and Construction, the Facilities Project Manager will manage construction projects on campus and ensure projects are completed on schedule and in accordance with approved construction documents. The Project Manager will achieve this through coordinating plans and actions with appropriate campus staff while acting as a liaison between construction team members, and other construction vendors. The position is also responsible for maintaining record drawings and data files.

Duties & Responsibilities

Project Management of CSUB Construction Projects

  • Responsible for managing all aspects of assigned projects through the full course of the project life cycle including planning, design, construction, and closeout phases. Independently leads and direct projects requiring high levels of functional integration and involving multiple disciplines to be managed. This includes those associated with real estate development, capital improvements, major maintenance and repair, deferred maintenance, and infrastructure improvements.
  • Coordinate and evaluate project delivery methods, design documentation needs, necessary consulting services, and other supporting efforts necessary to successfully deliver assigned projects.
  • Coordinate, as necessary, throughout all project phases with the Campus Deputy Building Official, Construction Administrator, and others.
  • Coordinate meetings and activities keeping those involved up to date regarding planning, design and construction activities, and project’s budget and schedule.
  • Submit reports, as requested, concerning all facets of a project including budget, schedule, cash flow, outstanding issues, quality control, RFIs, submittal logs, inspection logs, contingency balance and other pertinent issues.
  • Responsible for ensuring all applicable projects meet current building codes and regulations.
  • Responsible for ensuring design professionals and contractors are in full compliance with their contracts and comply with all applicable safety and environmental codes, regulations, and CSUB and Chancellor’s Office policies and procedures.
  • Oversee and develop CSUB capital, and modernization project’s acquisition in concert with CSUB Procurement.
  • Coordinate CSUB capital or minor projects with CSUB stakeholders, oversight and regulatory authorities, and the CSU Chancellor’s Office to include design and construction reviews.
  • Responsible for maintaining a safe environment zone for all staff, students, visitors, and contractors.
  • Responsible for coordinating construction activities to ensure the safety and comfort of students, staff, and visitors.

Project Management

  • Evaluate change orders for cost and schedule impact and make recommendations accordingly.
  • Review and coordinate submitted invoices and progress payments ensuring accuracy and compliance to contract and financial/procurement regulations.
  • Coordinate and review Record Drawing preparation, commissioning, facility acceptance and contract close-out.
  • Check for accuracy of Record drawings, Warranties, O & M Manuals and Extra Stock as part of closeout.
  • Act as the primary coordinator for Titles 19 and 24 CCR codes, regulations, and statutory compliance.
  • Act as the liaison between contractors and campus department and staff.

Required Qualifications

EDUCATION & EXPERIENCE – Bachelor’s degree in Architecture, Engineering, Construction Management, or related field and at least five (5) years of experience in construction project management. Equivalent combination of education and experience may be considered.

LICENSES – Possession of a valid driver’s license or the ability to obtain by date of hire.

SKILLS, KNOWLEDGE & ABILITIES (SKA’s) –

  • Regular and reliable attendance is required.
  • Demonstrated fiscal management skills necessary to prepare, manage, oversee, track, and monitor detailed project budgets, analyze funding allocations, evaluate independent cost estimates, and review, track and approve payment requests.
  • Ability to effectively apply standards, guidelines, processes, procedures and terminology specific to the California State University.
  • Knowledge of principles of project management and construction delivery methods. This includes construction methods, costs, and cost estimating, public work statutes, processes, and requirements.
  • Thorough knowledge of and use of building codes, contract administration, public contracting laws, ordinances, and regulations applicable to building construction and maintenance.
  • Ability to conduct in-depth analysis and review of complex project schedules to guide adjustment as needed to manage schedule and risk.
  • Ability to maintain an appropriate driving record as required to allow operation of motorized vehicles for university-related business.
  • Ability to effectively utilize scheduling software such as Primavera P6, Microsoft Project.
  • Ability to read and understand construction drawings and technical CSI format specifications.
  • Ability to communicate effectively and work harmoniously with a wide variety of individuals and organizations directly and indirectly involved with projects and/or assignments.
  • Ability to effectively interpret, organize and present information, ideas and concepts in written or presentation format and use consultative, collaborative and facilitation skills to obtain decisions required to move forward toward implementation.
  • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
  • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  • Excellent communication skills; ability to effectively communicate information in a clear and understandable manner.

  • Ability to interpret, communicate and apply policies and procedures.
  • Ability to maintain a high degree of confidentiality.
  • Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Excellent computer skills and competence with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email.
  • Working knowledge of or ability to quickly learn University infrastructure.
  • Must be willing to travel and attend training programs off-site for occasional professional development.
  • Must be able to work occasional holidays and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.

Preferred Qualifications

  • Demonstrated experience managing large scale construction projects for a State facility, College or University, or other multi-facility commercial complex.
  • Proficiency in AutoCAD, Revit and/or BIM software.
  • Project Management Professional (PMP) certification as granted by the Project Management Institute.
  • Five or more years of demonstrated project management experience in a lead role for all phases of complex real estate development or capital construction projects.
  • Two years of experience/training in one or more of the following areas: construction project management, cost estimating, scheduling and schedule analysis, contract management, and/or financial analysis/management.
  • Pursuit of licensure in architecture, mechanical, electrical, or civil engineering.
  • Industry Certifications in building inspection issued by DSA, HCAI, ICC, or CASp accessibility.
  • Demonstrated skills in an institutional/educational environment possessing a customer-oriented and service-centered attitude.

PHYSICAL DEMANDS: MEDIUM WORK – up to 40% of the activities involve sitting, standing, squatting, kneeling or walking; lifting heavy weight objects limited to 50 pounds; may involve pushing and pulling objects within the weight limits.

Special Conditions
