Job Description And Duties
Under the general direction of the Accounting Administrator I (Supervisor) of the Security Analysis Unit (SAU) of the Accounting Bureau, the Accounting Analyst (AA) will perform professional accounting and analytical duties related to the maintenance and management of securities and cash remitted to the State Controller’s Office (SCO), Unclaimed Property Division (UPD). The incumbent will apply analytical procedures to review, reconcile, maintain, and manage the SCO securities portfolio. The incumbent will be responsible for working with internal and external resources to resolve securities related issues pursuant to the Unclaimed Property Law and Regulations.

- Analyze and reconcile security accounts and related cash funds in accordance with laws and regulations governing the Unclaimed Property program.
- Review, research, analyze, and reconcile security issues in the Unclaimed Property Management System (UPMS) against internal accounting systems, statements, records, and other applicable sources.
- Review, research, and analyze subsidiary ledgers, information contained in legacy systems, statements received from contracted brokers, broker/dealers, mutual funds, holders, and other source documents to research activities and determine the value of securities received for safekeeping at the Unclaimed Property Division.
- Consolidate and record findings using worksheets and post transactions in UPSM.
- Analyze and process security claims per the UPMS workflow, desk procedures, and guidelines to reunite the abandoned properties with their rightful owners.
- Analyze, verify, maintain, and manage security accounts and related cash funds in accordance with laws and regulations governing the Unclaimed Property program.
- Analyze and verify that posting of shares and funds received due to corporate actions and other activities are complete to ensure the accuracy of data posted to UPSM.
- Provide updates and make recommendations to management regarding how to resolve old and outstanding corporate actions and security issues, which have not been reconciled to the current date to ensure the accuracy of the securities portfolio.
- Reconcile and maintain UPSM account custodians.
- Identify errors, obtain data and initiate corrections by drafting system edit or enhancement requests.
- Perform other essential functions including work on the Out of Proof project in which remitted shares and cash is less than reported shares and cash.
- Work on assignments and special projects and update and develop accounting procedures.
- Draft applicable correspondence and provide accounting information and reports to management upon request.
- Participate in group discussions, recommend process improvements, and provide input to management.
- Perform peer reviews and perform system regression testing.
- Communicate with internal and external parties such as internal staff, holders, transfer agents, and security brokers regarding status of stock and cash escheated to the SCO and methods of security payment.
- Initiate contact with transfer agents, the SCO contracted broker, and other applicable entities to resolve discrepancies related to corporate actions or other fiscal activities.
