Job Description And Duties
Under general direction provided by the Accounting Administrator I (Supervisor) of the Securities Management and Reconciliation Unit (SMRU) of the Accounting Bureau, the incumbent will be expected to understand and utilize the laws of the State of California, governmental accounting principles, and procedures prescribed by the State Controller’s Office (SCO). The incumbent will perform accounting duties and maintain records related to the securities escheated to the SCO, Unclaimed Property Division (UPD). The incumbent will operate at the first journey level classification and perform the full range of increasingly difficult professional duties.

Job Description And Duties

Duties Performed:

- Maintain records related to the Securities Remit Report Processing, Sale of Securities, and Securities Portfolio Management. Work with internal and external resources to resolve securities related issues. Analyze, research, and review security accounts in accordance with laws and regulations governing the Unclaimed Property program. Reconcile security issues in the Unclaimed Property system (UPS2000) against statements received by the SCO’s contracted broker. Identify securities eligible for sale, post all corporate actions to current on the security issues, and process securities sale, enabling cash proceeds from the sale to be posted to UPS2000 and available for future processing as cash claims instead of security claims. Create and maintain worksheets for security reconciliation documentation and for detailed tracking of securities transactions posted in UPS2000 to effectively manage the securities portfolio. Assist UPD staff with less complex issues related to sales of securities. Maintain all sales related records accurately.
- Analyze and verify that posting of shares and monies received as a result of corporate actions and securities sales are complete to ensure accurate data is posted to the system (UPS2000). Provide updates and make recommendations to management regarding how to resolve outstanding sales transactions to ensure the securities portfolio is accurately maintained. Gather, analyze, compile and process sales of securities data to generate a sales forecast report for the following fiscal year projected sales. Conduct a research and process property write offs for completely worthless securities removed from accounts by the contracted broker. Prepare correspondence, review submitted documents and maintain records related to the sales of privately held securities. Review notifications of received certificates and process deposits to contracted broker account to make certificated shares available for future claims or sales. Maintain records related to the SCO’s contracted broker. Prepare requests to make necessary corrections to the records in UPS2000 due to system conversion errors and system restrictions.
- Communicate with the SCO’s contracted security broker regarding status of stock remitted to the SCO and methods of security payment transfers between broker accounts. Assist in providing training to other SMRU staff on desk procedures and perform peer/second reviews of the assignments as directed by the unit supervisor and the section manager. Work on special projects and provide reports requested by management.
- Develop accounting procedures appropriate for and specific to the Unclaimed Property program. Interpret and disseminate information regarding the Unclaimed Property Law and UPD Policy to holders of unclaimed property. Advise UPD management regarding securities and market trends and interpret accounting data to identify problem areas and recommend corrective measures. Draft applicable correspondence and provide accounting information and reports to management. Report system problems and make recommendations for system enhancements.
