The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). The Public Advocate's Office's mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels and the state’s environmental goals.
The Public Advocate's Office represents residential and small business ratepayer interests in Commission policy-making proceedings and processes (e.g. workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.

Job Description and Duties
Under the supervision of the Program and Project Supervisor of the Revenue Requirements Section, the incumbent is responsible for representing ratepayer interests on issues pertaining to the appropriate revenue requirement and rates associated with Commission-regulated gas and electric utilities in General Rate Cases and other rate setting cases. The incumbent’s primary assignments are analyzing utility proposals, examining utility accounting practices and recorded costs, forecasting data, and making appropriate recommendations. The incumbent will conduct research, write reports, testify in Commission proceedings, coordinate with project teams, may assist in presentations with the direction of higher-level staff, and perform other job-related work as required
The PURA I is the training and development level. The incumbent is generally learning to apply their skills in the context of Commission operations. Incumbents usually serve as a team member under the direction of higher-level staff.
