Department Information

Communications Division/ Administrative & Finance/ Programs Support:

The California LifeLine (LifeLine) Program Section of the Consumer Programs Branch, Communications Division, assists the Commission in:

  • Administering the California LifeLine Program, which is one of Commission’s six universal service telecommunications programs.
  • Developing and implementing universal service policies to promote affordable access of necessary communications services.

The LifeLine program provides discounted home and cell phone services to 1.7 million eligible low-income households.


Job Description And Duties

Under the direction of a Supervisor I, the incumbent will perform contract review and compliance monitoring of the California LifeLine third-party administrator (TPA), as well as of other CPUC vendors. Incumbent will provide oversight of communication between the TPA and stakeholders (including service providers, consumer advocate groups, other State agencies, the public, and more). In addition to analyzing contract requirements and deliverables and providing recommendations that facilitate and modernize the program, the incumbent will have a variety of responsibilities such as tracking/reviewing/paying monthly invoices, performing audits, tracking program fund balances to ensure sufficient funds, managing LifeLine mailboxes and program websites.
