The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.
In fiscal year 2023-24, the California Lottery provided over $2 billion in supplemental funding for California public schools, bringing the total contributions to more than $46 billion since we began in 1985. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.
Job Description and Duties:
Under general direction of the Information Technology Services Division (ITSD) Enterprise Transformation, Innovation & Support (ETIS) Information Technology (IT) Manager II; the Enterprise Architecture Manager (EAM) is responsible for planning, organizing, and directing the work of the California State Lottery’s (Lottery) Enterprise Architecture Office (EAO). The incumbent sets IT processes and standards; formulates future long-range goals and objectives; manages ITSD strategic plans, develops and reviews process and technology implementation plans, and ensures conformance with organizational policies and objectives. The duties for this position are focused in the Business Technology Management, IT Project Management, Information Security Engineering, Software, and System Engineering domains. However, work may be assigned in other domains as needed.

This position is headquartered at the Lottery Headquarters in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions
The Senior Infrastructure Systems Engineer will work in a fast-paced environment, with competing priorities, and critical deliverables.
- Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the ETIS IT Manager II. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
- Travel: Statewide overnight travel may be required.
- Other: This position is required to carry a Lottery-issued cell phone. This position is required to be reachable outside of normal business hours.
Desirable Qualifications
- Certifications in and/or expert knowledge of Enterprise Architecture, including knowledge of Enterprise Architecture Frameworks, Business Process Modeling Notation (BPMN). Experience utilizing architecture frameworks, methodologies, and best practices. Experience deploying viable project, business, and program architecture solutions.
- Strong leadership skills including the ability to engage, inspire, empower, develop, and mentor staff.
- Expert knowledge of time management techniques to provide for efficient prioritization and completion of competing work assignments for self and subordinate staff.
- Excellent interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
- Experience developing future state architectures, roadmaps, innovative solutions continuous improvement of enterprise operations and activities to meet organizational business and program goals. Experience effectively centralizing and leveraging enterprise services, data, and technology assets.
- Experience in various domains such as Business Technology Management specifically, Enterprise Business Analysis, Information Security Engineering, Information Technology Project Management, Software and System Engineering.
- Experience in IT strategic planning, policy, and governance practices.
- Excellent written and verbal communication skills and experience conducting presentations before audiences of all levels and size.
- Expert knowledge of and experience with supervisory and management principles, practices, and techniques to oversee the work activities of subordinate staff to ensure operation functions effectively.
- Experience developing complex written analyses such as issue memos, white papers, alternative analyses, research analyses, etc. Experience Developing processes, procedures, standards, guidelines, etc.
