The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.
In fiscal year 2023-24, the California Lottery provided over $2 billion in supplemental funding for California public schools, bringing the total contributions to more than $46 billion since we began in 1985. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.
Job Description and Duties:
Under direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) performs the more complex analytical assignments in the Business Continuity and Strategic Initiatives (BCSI) Unit. These duties include, but are not limited to, the Business Continuity Program (BCP), a variety of Operations Division special projects, contract development, and Pavilion leasing. The incumbent provides cross-functional analytical support for the Operations Division. Develops solutions and makes recommendations to address challenging situations and presents those recommendations to Lottery management.

This position is headquartered in Sacramento and is eligible for either a remote-based or office-based telework schedule. Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours for Personal Leave hours each month. Working Conditions:
a. Schedule: Core business hours are between 8:00 am - 5:00 pm
b. Travel: Up to 5% may be required
Desirable Qualifications
- Experience with Project Management best practices and tools.
- Experience in leading large-scale or cross-divisional initiatives.
- Experience with the state's Contract processes and Contract Development best practices.
- Experience or training in Business Continuity or disaster planning.
- Ability to exercise a high degree of initiative and start new initiatives with limited resources.
- Demonstrates communication and presentation skills, including the ability to write and edit with exceptional attention to detail, using proper grammar, spelling, and punctuation.
- Experience in leading groups with a variety of stakeholders at various levels of the organization with cross-divisional and executive representation.
- Ability to use independent judgment, analyze situations/problems, and recommend appropriate solutions.
- Excellent interpersonal skills, including the ability to develop and maintain positive working relationships with all levels of staff, external customers, and stakeholders. Excellent communication, writing, and analytical skills.
- Effective organizational skills to ensure completed staff work with a variety of assignments.

Salary : $6,031 - $7,547
