About the Role
Under the general direction of the California High-Speed Rail Authority’s (Authority) Director of Civil Infrastructure Delivery, the Principal Transportation Engineer (Construction Quality Principal Manager) is responsible for construction quality of the Construction Packages (CP’s) for the high-speed rail (HSR) to guarantee a quality facility is constructed pursuant to the Authority’s Design Criteria Manual, CP’s specifications, and best industry practice. The incumbent directs a team of Construction Inspection Quality Supervisors and their respective oversight teams, and consultants working on the HSR program. The incumbent serves as a point of contact on construction and design related matters to complete design and construction of CP’s contracts in accordance with all contract requirements, state laws and regulations, and the Authority’s Project and Construction Management Manual.

- Experience with project management concepts, design, construction, and financial constraints.
- Experience managing and directing the resolution of non-conformance reports along with supporting documentation.
- Experience with contract administration and management of the performance of contractors.
- Experience negotiating contract terms and conditions with contractors.
- Experience serving as a representative dealing w/various stakeholders to establish relationships and resolve or address problems/issues related to transportation projects.
- Experience managing, coordinating and leading the work activities of an integrated team comprised of private and public agency staff.
- Construction management experience in administering large construction contracts and managing construction programs.
- Experience with contract administration or oversight of innovative construction techniques and materials.
Location
The High-Speed Rail Authority Fresno building is located in downtown Fresno at 1111 H Street. We are located within walking distance of public transportation, many restaurants, Chukchansi Park, and Courthouse Park.
