Under the supervision of the Telecommunications Systems Operations Supervisor I, the Staff Services Analyst, “Incident-Based Team (IBT) Administrator,” supports the IBT by applying analytical principles, exercising sound judgment, and providing support for a wide range of consultative and analytical assignments for Public Safety Communications and its State Agency clients. The IBT Administrator performs these duties by maintaining knowledge of and adhering to Federal Communications Commission (FCC) regulations, and by utilizing the State Administrative Manual (SAM), Cal-OSHA requirements, the Telecommunications Division Manual (TDM), and supervisor guidance.

Working Conditions

In Office: This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.

DMV PULL Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions

Public Safety Communications (PSC) serves the state of California by providing public safety communications to the state’s first responders and oversight of the 9-1-1 system to the people of California. The PSC is dedicated to the preservation and protection of human life and public safety by delivering reliable and dependable communication services keeping the public connected during times of crisis.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong analytical, oral, and written communication skills.
  • Ability to manage multiple priorities and meet deadlines as required.
  • Ability to exercise initiative, independence, and sound judgment in performing assigned tasks.
  • Experience in working with government agencies, public safety dispatch, and/or emergency management
  • Proficiency in the use of Microsoft Word, Excel, PowerPoint, Teams, and Outlook.
  • Experience in training administration, including curriculum development
  • Experience maintaining an executive or training calendar
  • Ability to work on confidential and sensitive assignments efficiently and effectively under pressure.

Salary : $3,861 - $6,276
