Senior Personnel Specialist:Under the general direction of the Transactions Unit Supervisor II, the Sr. PS will perform the full range of personnel and payroll functions for their assigned units/sections/branches in accordance with all applicable laws, rules, regulations, bargaining unit contracts, policies, and procedures. The Sr. PS, as a member of the CalOES Transactions Unit Team, meets all deadlines, works effectively with appropriate control agencies, and adapts to multiple responsibilities and changing priorities. Consistent with good customer service practices and the goals of the Cal OES Strategic Plan, the Sr. PS provides courteous and timely responses to internal and external customers, follows through on commitments, and solicits and considers internal and external input when completing work assignments.

Personnel Specialist:

Under general supervision of the Transactions Unit Supervisor I, the PS will perform the full range of personnel and payroll functions for their assigned units/sections/branches in accordance with all applicable laws, rules, regulations, bargaining unit contracts, policies, and procedures. The PS, as a member of the CalOES Transactions Unit Team, meets all deadlines, works effectively with appropriate control agencies, and adapts to multiple responsibilities and changing priorities. Consistent with good customer service practices and the goals of the Cal OES Strategic Plan, the PS provides courteous and timely responses to internal and external customers, follows through on commitments, and solicits and considers internal and external input when completing work assignments.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The Finance and Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, grants management, human resources, labor relations, staff recruitment, examinations, and organization and professional development. The Directorate is comprised of three sections: Administrative Services, Human Resources and Grants Management.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

  • Ability to achieve results according to objectives
  • Ability to research, analyze, evaluate information and take effective action
  • Ability to interpret and apply rules and regulations objectively and consistently
  • Outstanding time management and organizational skills
  • Commitment to the highest ethical standards of confidentiality
