Job Description And Duties

Cal OES is recruiting for an Emergency Services Coordinator for the Inland Region. Applicants only need to submit one application package to be considered for this position.

Cal OES has advertised in Fresno County (JC 497836) and Merced County (JC #497845). The position will be primarily based out of Fresno County with frequent travel around Central California.

This assignment involves a perceptive understanding of state and federal regulations, as well as local government requirements in relation to declared emergencies and recovery programs. Under the direction of the Program Manager II, the Emergency Services Coordinator (ESC) will be part of a team of field Coordinators with the Regional Operations Inland Branch and they must be able to work independently as well as be a contributing team member.

Will function in a demanding and changing environment, which requires them to act with great independence while effectively maintaining a routine workload and also regularly responding to short term tasks. Demonstrate effective interpersonal, written and oral communication skills, and function effectively and efficiently in a fast-paced environment with competing and changing priorities. They will be required to meet regulatory and internal deadlines on all assignments.

While serving as the interface between local and state government, as such, the ESC must be able to function as a project lead, think creatively, and possess solutions-oriented work principles. Responsibilities include a wide variety of emergency management advisory functions in support of local and tribal governments, regional staff and state agencies.

Topics that ESCs should be knowledgeable in include, but are not limited to: the Emergency Services Act (ESA); Incident Command Systems (ICS); Standardized Emergency Management System/National Incident Management System (SEMS/NIMS); Emergency Support Functions (ESF); Recovery Support Functions (RSF); Emergency Management Mutual Aid (EMMA); Hazard Mitigation Plans (HMP); Cal OES Emergency Management Software system (Salesforce); EOC operations; EOC technology and tools; and emergency management grant programs.

The incumbent is expected to spend significant time in their assigned counties/geographic areas and be able to quickly respond to incidents in their assigned geographic areas.

Working Conditions

Hybrid Telework

This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

DMV Pull Program

Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest (COI)

This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Response Operations leads the State’s incident response efforts and maintains emergency management situational awareness during an incident. Responding to a disaster means addressing the short-term, direct effects of an incident or threat. Response includes immediate actions to save lives, protect property, and meet basic human needs.

The Cal OES Response Operations addresses all types of threats and hazards, ranging from accidents, technological hazards, natural disasters, human-caused incidents, pre-planned events, proactive preparedness measures, and mutual aid coordination.

The Response Operations reinforces local responses to incident areas by coordinating state-level government, private sector, and nongovernmental roles in support of local governments and other entities. Responses are conducted in accordance with the Standardized Emergency Management System (SEMS).

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience responding to disasters at either an Incident Command Post, Emergency Operations Center, or other SEMS/NIMS defined facility.
  • Knowledge of state disaster preparedness and response protocols and procedures, the state’s disaster response structure and governance and the roles and responsibilities of key agencies in the state’s disaster response framework.
  • Experience working with local government emergency management agencies.
  • Knowledge of federal, state, and local emergency preparedness and response laws, policies, procedures, and regulations.
  • Demonstrated ability and experience to effectively coordinate with multidisciplinary professionals to prepare for and respond to emergency events.
  • Ability to establish and maintain rapport, and collaborative working relationships with highly engaged internal and external stakeholders including state emergency response agencies, executive leaders and local program partners.
  • Ability to maintain a high degree of confidentiality.
  • Demonstrated ability to handle multiple competing priorities simultaneously.
  • Ability to provide the highest level of customer service in all situations.
  • Excellent written and verbal communication skills.
  • Capacity to perform at a high level under pressure while consistently meeting deadlines.
  • Demonstrated ability to work efficiently and resourcefully as a project team to plan, develop, implement, and track outcomes for long term projects, with minimal supervision, to meet the strategic goals and objectives of an organization.
  • Be professional, flexible, tactful and open-minded.
  • Gain and maintain the respect, confidence and cooperation of a wide variety of officials and other persons contacted.
  • Be able to develop creative and effective solutions to issues.
  • Provide sound accurate advice to others.
  • Computer skills and ability effectively use word processing and spreadsheet software (Microsoft Office Suite/Teams, GIS, CalEOC/WebEOC preferred).
  • Presentation and Public Speaking ability.
