Facilities Security Manager (San Diego)

General Summary

The Facilities Security Manager is responsible for the planning, implementation, oversight, and continuous improvement of the Credit Union’s physical security, access control, surveillance, and alarm monitoring programs. This role ensures the safety of employees, members, visitors, facilities, and assets while maintaining compliance with NCUA regulations, internal policies, and industry-best practices.

This is a hands-on managerial role that combines strategic oversight, regulatory compliance, vendor coordination, and day‑to‑day operational leadership of security functions, including supervision of a Security Specialist / Front Desk position.

Principal Accountabilities (90%) – Security

Physical Security & Risk Mitigation

  • Oversee all aspects of physical security across Credit Union facilities, including branches, corporate offices, operations centers, and parking areas.
  • Conduct periodic security risk assessments, site reviews, and vulnerability analyses; recommend mitigation strategies.
  • Develop, maintain, and enforce physical security standards, procedures, and post orders.
  • Partners with Facilities, IT, HR, Risk Management, and Compliance teams to align security controls with enterprise risk management objectives.

Surveillance & Camera Systems

  • Manage and administer all CCTV systems, including: 
    • Live camera monitoring
    • Camera inspections and functionality testing
    • Retention standards and video archival processes
  • Process and fulfill footage requests for internal investigations, compliance reviews, law enforcement requests, and legal proceedings, ensuring proper chain of custody and data privacy.
  • Coordinate upgrades, repairs, and vendor support for surveillance systems.

Alarm Monitoring & Incident Response

  • Oversee alarm monitoring systems and response protocols, including intrusion, duress, and environmental alarms.
  • Serve as a primary or escalation point for alarms, incidents, and security events.
  • Ensure timely documentation, investigation, and follow‑up of incidents, including root cause analysis and corrective actions.

Access Control & Badge Administration

  • Manage enterprise access control systems, including: 
    • Badge creation, activation, modification, and deactivation
    • Access control scheduling (hours, zones, role-based access)
    • Visitor access and contractor credentialing
  • Ensure access is granted based on the principle of least privilege and in alignment with HR and IT onboarding/offboarding processes.
  • Perform regular access audits and reviews to ensure accuracy and compliance.

Key Control & ASSA Key Management

  • Administer the Credit Union’s ASSA high-security key system, including: 
    • Key issuance, tracking, inventory, and reconciliation
    • Key control records and audits
  • Ensure strict adherence to key control policies to prevent unauthorized duplication or access.

Parking & Site Security

  • Oversee parking operations and security, including employee parking access, visitor parking controls, and incident resolution.
  • Monitor parking areas via surveillance and coordinate improvements related to safety, lighting, signage, and access control.

Supervision & Leadership

  • Directly supervise the Security Specialist / Front Desk role, providing: 
    • Day-to-day guidance and oversight
    • Training in security systems, procedures, and member service expectations
    • Performance management, coaching, and development
  • Ensure front desk security operations align with professionalism, safety, and member experience standards.

Compliance, Policy & Regulatory Oversight

  • Ensure full compliance with NCUA regulations, examination guidance, and supervisory expectations related to physical security and operational resilience.
  • Maintain and update security-related policies, standards, and procedures.
  • Support audits, examinations, and regulatory reviews by providing documentation, walkthroughs, and corrective action plans.
  • Participate in business continuity, emergency preparedness, and workplace violence prevention planning.

Vendor & Budget Management

  • Manage third‑party security vendors (alarm monitoring, guard services, surveillance providers).
  • Assist with budget planning for security programs, capital improvements, and operating expenses.
  • Evaluate new technologies and solutions to enhance security effectiveness and efficiency.

Secondary Accountabilities (10%) – Administrative Services

  • Performs other duties as assigned.
  • Provides backup and assistance when needed to Administrative Services in the areas of Purchasing, Security, and Mailroom Operations.
  • Assists with scheduling the use of the company vehicle to include ensuring the log is completed.
  • Complies with BSA requirements as commensurate with position.


Position Requirement and Qualifications 

Experience

  • Bachelor’s degree in criminal justice, Security Management, Facilities Management, or related field or equivalent professional experience preferred.
  • Professional designation(s) from recognized industry organizations such as ASIS International (CPP, PSP) or IFMA (CFM, FMP) are preferred.
  • 5–8 years of progressive experience in physical security, facilities security, or corporate security
  • 2 years of supervisory or lead experience
  • Experience managing, 
    • CCTV systems
    • Alarm monitoring platforms.
    • Access control and badge systems
    • Key control programs (ASSA or similar)
  • Financial institution security standards, and risk mitigation practices

Knowledge, Education, Certifications, Licenses:   

  • Strong knowledge of physical security systems and technologies
  • Excellent judgment and decision‑making skills under pressure.
  • Ability to manage sensitive information and investigations with discretion.
  • Strong leadership, communication, and documentation skills
  • Detail‑oriented with the ability to balance compliance and operational needs.
  • Customer‑service mindset appropriate for a member‑focused Financial Institution

 

Working Conditions and Physical Demands

  • Primarily office‑based with regular movement between facilities.
  • May require availability outside normal business hours for emergencies or incidents.
  • Occasional lifting or physical activity related to inspections or equipment.

Salary : $85,875 - $110,546
