Located on an extensive 29-acre property in Richmond’s Marina Bay, the Center for Laboratory Sciences (CLS) operates at the Richmond Campus, employing more than 1,200 professionals dedicated to protecting and promoting the health of all Californians. CLS drives innovation and collaboration in infectious disease and environmental testing, providing critical investigation and surveillance activities that form the foundation of disease response and prevention efforts. By integrating emerging scientific capabilities in testing, analytics, and communications, CLS enhances coordination, support, and leadership within the public health laboratory system at the state, local, and national levels.
The Laboratory Field Services (LFS) branch is dedicated to protecting the health of our state’s residents by ensuring the accuracy and reliability of clinical and public health laboratory testing. This mission is carried out through rigorous licensure, inspection, proficiency testing, and oversight of clinical and public health laboratories, tissue banks, biologics facilities, and blood banks. Additionally, LFS supervises the education, training, examination, and licensure of laboratory personnel to uphold the highest standards in laboratory sciences.
Please be aware this is a hybrid position. It requires four day a week in the office after the in-person training is complete.

Job Description And Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by identifying needs and coordinating support services for public health laboratories in local health jurisdictions for the Laboratory Services Branch, of the Center for Laboratory Sciences.
The Health Program Speciaist I (HPSI), acting as the Quality Improvement Coordinator (QIC) of the Tissue Banks, Biologics, and Cytology Section (TBBCS), will lead quality improvement initiatives, and support regulatory compliance and performance measurement. The QIC provides expert consultation, modernizes systems and processes, and ensures timely and accurate communication with regulated entities. Serves as a highly skilled technical consultant to the Section, Branch, and the Center for Laboratory Sciences on the development of innovative tools.
The incumbent works under the direction of the Examiner III, Section Chief of the Tissue Banks, Biologics, and Cytology Section in the Laboratory Field Services Branch.
If new to California state service, you will need to have taken and passed the examination for this classification in order to be hired for this position. If you are a current state employee, but do not have transfer eligibility or list eligibility, you will need to have taken and passed the examination for this classification in order to be hired for this position. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
