The Disability Management Section (DMS) of the Human Resources Division is dedicated to assisting employees, supervisors, and managers with the appropriate application of all employee leave programs, and the maintenance of productive workforce through the facilitation of return-to-work options and the Employee Assistance Program.

Job Description And Duties
As a member of the Disability Management Unit (DMU), the Analyst I supports the California Department of Public Health (CDPH) by assisting employees, supervisors, and managers in the appropriate application of employee leave programs, the Workers’ Compensation (WC) Program, Reasonable Accommodation (RA) Program, and the Employee Assistance Program (EAP).
The Analyst I performs analytical assignments of average difficulty involving employee disability leave entitlements including, the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Non-Industrial Disability Insurance (NDI), State Disability Insurance (SDI), Parental Leave (PL), medical Leave of Absence (LOA), Catastrophic Leave (CL), and the RA Program. Under supervision, the Analyst I provides direction, consultation, and guidance related to WC case management, return to work activities, vocational rehabilitation, and leave restoration. The incumbent evaluates RA requests; apply departmental policy and State and/or Federal rules and regulations requirements, including Americans with Disability Act (ADA), California Occupational Safety and Health Administration (Cal/OSHA) rules, and relevant labor-code provisions, and provides accurate information and support to employees, program staff, managers, and supervisors.
The incumbent works under the supervision of the Supervisor I, Chief of the Disability Management Unit (DMU).
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
