This position is located in Sacramento.
Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the direction of the Workforce Development Section Chief, the Staff Services Manager I (Specialist), Workforce Development Specialist is responsible for working with senior leaders on the development and oversight of enterprise-wide workforce development, succession planning, and engagement initiatives. The incumbent serves as a nonsupervisory staff specialist charged with program and policy development as well as strategic implementation of workforce development, succession planning, and engagement initiatives. Develops strategies to build an employee-centric culture that ensures treatment of employees that is fair, respectful, and consistent with HCD’s core business values, elevates employee morale, and fosters a culture of appreciation. This position will lead teams and workgroups of program volunteers to assist in communicating and championing the HCD’s mission, vision and values.
