What are the responsibilities and job description for the HEALTH PROGRAM SPECIALIST II position at California Correctional Healthcare Services?
Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 1, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 hours PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.
Limited Term 12 months; may be extended up to 24 months or become permanent.
Under the general direction of the Chief Quality Officer/HPM III, the Health Program Specialist II (HPS II) will independently perform high-level special studies and projects related to quality management, audits, and compliance duties. The HPS II will serve as lead within the institutional Quality Management Support Unit (QMSU) ensuring the performance management system functions at a high level, including a network of quality improvement committees, a performance measurement and evaluation system, an annual improvement plan that incorporates the highest-priority improvement initiatives, and application of quality improvement tools and techniques to achieve performance objectives. The HPS II is critical in the development and oversight of the initial local action plan, including the implementation of the Department’s ongoing coordination of activities regarding achieving and maintaining the licensing, certification, and various accreditations of the institution. The HPS II ensures compliance with applicable quality-of-care standards, regulations, public laws, and all
audits.
Minimum Qualifications:
Either I
One year of experience in the California state service performing duties equivalent to a Health Program Specialist I or Health Program Manager I.
Or II
Two years of experience in the California state service performing duties equivalent to an Associate Health Program Adviser. Or III Experience: Four years of progressively responsible experience in health program administration, at least two of which must have been with independent responsibility for a significant program such as is normally found in a complex or departmentalized medical care delivery setting or health institution or organization. This experience must include program planning and/or evaluation experience and the making of recommendations to management. (Possession of a Doctoral Degree in Public Health, Health Administration, Health Planning, Public Administration, or a closely related health professional field may be substituted for one year of the required general experience.)
and Education: Possession of a Master's Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field. (One year of additional specialized qualifying experience may be substituted for the required master's degree.)
