Job Description And Duties

The Air Quality Planning and Science Division (AQPSD) is looking for a skilled manager to serve as Chief of the Mobile Sources Analysis Branch (MSAB). The Branch is responsible for conducting some of the most challenging and fundamental data analysis at the California Air Resources Board (CARB) related to assessing transportation and mobile source emissions. The Branch is also responsible for regulatory development as part of the Statewide Clean Aviation Initiative (SCAI). Major tasks include modeling mobile source emissions and activities, conducting scenario analysis to identify technologically feasible and cost-effective mobile source strategies for meeting California's clean air goals, and directing managers and staff to develop emission reduction programs for the aviation sector. The Chief will organize, plan, direct, and supervise activities involving engineering and data analyses of emissions from the State’s on- and off-road mobiles sources. That analysis is part of the Branch’s major responsibility to design, maintain, and periodically revise the State’s mobile source emissions inventory models (e.g. EMFAC) to assess emission changes from new and existing control measures, emissions standards, disruptive transportation technologies, changes in consumer behaviors, and other factors. The Chief will function as part of AQPSD’s senior State Implementation Plan team and will work closely with the Division’s other branch chiefs responsible for air quality plans, emissions inventory, data analysis, and air quality modeling.
