Job Description And Duties

The California Air Resources Board (CARB) is seeking an Air Pollution Specialist (APS) to support the development of area source emissions methodologies and community-scale emissions inventories across California. This position is part of the Area Source Improvement and Community Inventory Development Section, which plays a central role in advancing CARB's mission to protect public health and the environment through accurate, transparent, and policy-relevant emissions data.

The section's work focuses on developing statewide area source methodologies and supporting community-scale emissions inventories for Assembly Bill 617 (AB 617) communities. Area source inventories developed by the section are a key component of the emissions inventories used to support State Implementation Plan (SIP) development, providing critical inputs for air quality modeling, attainment demonstrations, and control strategy evaluation.

Under the direction of an Air Resources Supervisor I, the APS will support emissions estimation projects and assist in coordinating with internal staff, local air districts, and external stakeholders to improve data quality and transparency across both statewide and community-level inventories. The APS will:

Assist in the development, documentation, and improvement of area source emissions estimation methodologies, including activity data collection, emission factor research, and calculation support;

Support the development and refinement of community-scale emissions inventories for AB 617 community emissions reduction programs, including incorporation of local data and community-specific information;

Conduct technical analyses using large datasets to support emissions inventory development, quality assurance, and program evaluation;

Coordinate with local air districts and other stakeholders to gather data and ensure consistency between statewide area source inventories and community-scale inventories;

Assist in preparing technical reports, documentation, and community-facing materials that communicate methods, assumptions, and results to technical and non-technical audiences;

Support the integration of emissions inventory data into air quality planning, regulatory programs, and AB 617 implementation efforts;

Participate in internal and external meetings, workgroups, and technical discussions related to emissions inventory development and community-scale assessments.

This position is critical to maintaining the section's capacity to deliver on its core mission. Without this position, the section will lack the staff resources necessary to meet workload demands associated with ongoing statewide inventory updates and AB 617 community inventory deliverables. Backfilling this vacancy is necessary to ensure continuity of operations and timely delivery of emissions inventory products that directly support California's air quality planning and environmental justice goals. The SOQ should describe your relevant education, coursework, or experience related to air quality, environmental science, or similar technical fields, including any familiarity with emissions inventories, area source methodologies, or air quality planning programs such as State Implementation Plans (SIPs) or Assembly Bill 617 (AB 617). Please highlight your experience using data analysis tools such as Python, R, SQL, or similar programming languages to manage, process, or analyze datasets, as well as any experience with spreadsheet-based analysis or relational databases. If applicable, describe any experience using GIS tools such as ArcGIS or QGIS for spatial analysis or data visualization. Finally, provide examples demonstrating your ability to work collaboratively in a team setting and communicate technical information clearly in written or oral form.
