Final Filing Date: Until Filled Application Methods: Electronic (Using your CalCareer Account) By Mail Drop-off Job Description and Duties Under the general direction of the Division Chief and Assistant Division Chief of the Unclaimed Property Division, the incumbent is responsible for managing, planning, directing, and controlling the activities of the Accounting Bureau. The Bureau Chief is responsible for developing processes to ensure Digital Financial Assets (DFA) and securities are received and accounted for, DFA and security claims are valued and paid accurately and timely, and program revenues and disbursements are accounted for in accordance with generally accepted accounting principles and established policies and procedures. Responsibilities include oversight of DFA and securities sales, DFA and security claim payments, stock assignments, compliance billings, financial accounting functions, DFA and securities portfolio management and reconciliations, and accounting for receipts and disbursements from the Unclaimed Property Fund. Incumbent fosters an environment that promotes the use of teamwork and integrates division and departmental values in the relationship, performance, integrity and execution of business functions. Duties Performed: (Candidates must perform the following functions with or without reasonable accommodations.) Provide leadership and guidance to subordinate managers, supervisors and staff on Accounting Bureau operations. Communicate division and bureau goals and objectives to all bureau staff. Review and provide input on bureau policy, regulations, procedures, guidelines and legislation. Develop and implement operational plans regarding security and DFA claims processing, DFA and securities portfolio management and reconciliations, accounting for program revenues and disbursements, and compliance billings. Develop strategic plans to support the mission of the Unclaimed Property program and improve bureau operations. Working with the Accounting Bureau Section Chiefs, ensure operational goals and objectives are developed and tracked for the primary functions performed in each Section, and define associated performance targets. Review and evaluate each Section’s performance against established targets, and redirect the allocation of resources as needed to achieve operational goals. Oversee program operations to ensure all processes and projects are operating effectively and efficiently, actively identify and implement process and system improvements. Ensure adequate resources are available to meet organizational responsibilities. Prepare staffing allocation plans and budget change proposals as necessary to meet program objectives or implement new initiatives. Ensure justifications are included to support staffing proposals and system resource needs. Enforce effective personnel management practices in all aspects of managing and supervising bureau staff. This includes ensuring proper classification allocations, overseeing timely preparation of probationary reports and annual employee reviews, ensuring timely and appropriate hiring practices are followed, and ensuring appropriate training programs are in place. Act as a member of the Unclaimed Property Division management team in developing solutions to issues, accounting systems, and short and long term planning at the bureau and division level. Working Conditions This position is located in Rancho Cordova on White Rock Road, between Mather Field Road and Zinfandel Drive just off US 50 offering free parking is situated in the family-friendly suburbs of Sacramento. There is an abundance of nearby shopping centers and dining options with public transportation accessible nearby via Sacramento Regional Transit’s bus and light rail systems. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
