Child Welfare Permanency Staff Development Social Worker IA&T

GENERAL STATEMENT OF DUTIES
Assisting with the organization, implementation and coordination of a staff development program designed to enhance the competence of individual employees for the direct provision of services to families involved in Child Welfare. This position will focus on permanency services. An employee in this position is responsible for assisting with the development and implementation of an onboarding process; in-service trainings; and organizing additional trainings to advance employees’ professional social work and administrative skills. This employee provides input to supervisory staff about the development and training needs identified through review of case work, interaction and observation of social work staff.
In addition to these duties, this employee will also facilitate Child and Family Team meetings and lead our Child Welfare Quality Assurance process.

  • Assist in the interview process for team vacancies
  • Assist with implementing staff training on State and Local policies and procedure as well as, skill development based on the assessment of needs and organizational goals
  • Assist with developing and implementing a structured onboarding process
  • Coordinating and/or conducting trainings for community partners regarding Child Welfare policies and procedures
  • Child and Family Team (CFT) Meeting facilitation and documentation
  • Leading the Quality Assurance process by providing technical assistance and consultation to management and staff on the interpretation and application of federal and state law, policy and mandates as well as gathering, distributing and monitoring data to identify agency training needs.
  • Provide one-on-one coaching or support to new or struggling staff.
  • Provide field support during case visits.
  • Provide guidance, support, and mentorship to social workers, particularly those new to the field or working with complex cases.
  • Participate in continuous quality improvement efforts, identifying areas for improvement in service delivery and staff development.
  • Stay informed about current child welfare policies and practices, ensuring staff are knowledgeable and compliant.
  • Contribute to efforts to recruit and retain qualified child welfare staff by promoting a positive and supportive work environment.
  • Collaborate with supervisors and other stakeholders to develop solutions that support staff development and improve overall service delivery.
  • May require expertise in specific areas like kinship care, foster care, or child abuse and neglect investigations, depending on the specific role.

RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, groupwork, and community problems. Considerable knowledge of a wide range of medical, behavioral, and/or psychosocial problems and their treatment theory. Considerable knowledge of family and group dynamics and a range of intervention techniques, governmental and private organizations, and resources in the community, laws, regulations, and policies which govern the program. General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with a client and in applying techniques or assessing psychosocial, behavioral, and psychological aspects of client’s problems. Ability to supervise, train, or instruct lower-level social workers, students, or interns in the program. Ability to establish and maintain effective working relationships with members of case load and their families, as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively.

MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS
  • Master's degree in social work from an accredited school of social work; Bachelor's degree in social work from an accredited school of social work and completion of the Child Welfare Collaborative (Child Welfare positions only); Bachelor's degree in social work from an accredited school of social work and one year directly related experience; Master's degree in a human services field and one year of directly related experience; Bachelor's degree in a human services field from an accredited college or university and two years directly related experience; Bachelor's degree from an accredited college or university and three years of directly related experience.
  • Minimum of 2 years experience in child welfare in DSS setting
  • Must have Pre-Service: Child Welfare in North Carolina within the last three (3) years.
