Under the direction of the Public Works Deputy Director provides administrative and technical support for a variety of development services activities and performs other duties as required.

Development Services Specialist I

ThisistheentrylevelintheDevelopmentServicesseries.Incumbents are expected to perform professional technical work of average difficulty while being trained in departmental procedures and more complex technical methodologies. Completed work is reviewed for accuracy and assignments are generally limited in scope andwithin the design and procedural framework; however, as experience is acquired, the employee performs with increasing independence.

Development Services Specialist II

This classification is the journey level position in the professional technical series.  Incumbents are expected to perform difficult professional work.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


  • Provides assistance to the Deputy Director, office staff, and surveyors on all Development Services related projects.
  • Assists County Surveyor with projects such as Lot Line Adjustments, Tentative Parcel Maps, Tentative Subdivision Maps, Record of Surveys, Corner Records, Certificates of Compliance, Legal Access Applications, Vacations, etc.
  • Analyzes impacts from and determines conditions of approval and mitigation measures for all new development in the county.
  • Conducts field evaluations and meets with developers as part of the Development Services projects conditioning.
  • Images, records and distributes all recorded maps.
  • Assists property owners with mapping inquiries.
  • Coordinates with County Counsel to provide formal response letters relating to Development Services projects..
  • Acts as road crew liaison by coordinating communication between the road crew supervisors, CHP, Sheriff’s Department, office staff and the public.
  • Reviews all building permits, planning projects, cannabis control projects, both commercial and residential, for the purpose of calculating appropriate fees.
  • Prepares board packets relative to Development Services that are presented to the Board of Supervisors for approval/adoption.
  • Communicates updates, notifications, and press releases related to roads & Development Services projects. 
  • Administers TrakiT Software for the department.
  • Participates in outreach programs relative to Development Services projects.
  • Acts as lead for Permit Technicians and provides training.
  • Represents the Department at staff level meetings relative to Development Services such as Utility Coordination meetings and certain community coordination meetings.

learned within a short period of time in order to successfully perform the assigned duties.


Knowledge of:

  • Methods of gathering and compiling data;
  • Property descriptions and graphic displays;
  • Surveying calculations;
  • Customer service principles and techniques;
  • Applicable laws, rules and regulations related to development review activities.

Skill Skill and Ability to:

  • Provide exemplary customer service to both internal and external customers;
  • Effectively prepare and present, with technical accuracy, reports, correspondence and records;
  • Apply principles of logic and scientific reasoning to develop and evaluate alternative courses of action to determine appropriate solutions;
  • Read, understand and interpret complex technical and legal documents, math, technical drawings and plans, and other technical material related to surveying and other related disciplines;
  • Meet deadlines and work under pressure; 
  • Maintain effective working relationships with others including representatives from government and private agencies;
  • Operate a computer and standard office equipment;
  • Work independently with little direction.

EDUCATION, TRAINING AND EXPERIENCE:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Development Services Specialist I

Graduation from an accredited college or university with a Bachelor of Science Degree.  Six (6) years of technical/professional level experience may be substituted for the Bachelor of Science degree.


Development Services Specialist II

Graduation from an accredited college or university and two years of increasingly responsible/professional experience in a land use or related field, OR;


A valid Land Surveyor-in-Training (L.S.I.T) certificate, AND (two) 2 years of professional land surveying work.

Possession of an appropriate California driver’s license issued by the State Department of Motor Vehicles.

Salary : $75,504 - $92,789
