The Compliance Analyst works as a member of the Agency's Compliance Division alongside the Privacy, Security, and Compliance Officer and another Compliance Analyst. While each team member has individual responsibilities and projects, success depends on collaboration. We routinely work together to research complex issues, solve difficult problems, develop policies and procedures, conduct compliance reviews, support audits, evaluate risks, improve business processes, and provide guidance to Agency leadership and staff.
A significant portion of this position may involve contract administration and compliance. Depending on Agency priorities and workload, the successful candidate may spend a substantial amount of time developing, reviewing, negotiating, monitoring, and administering contracts, grants, and other agreements. This includes ensuring compliance with federal and state requirements, evaluating contractor performance, monitoring insurance and other contractual obligations, preparing solicitation documents, supporting procurement activities, and working closely with County Counsel, program managers, fiscal staff, and contractors throughout the contract lifecycle.
This is not simply contract processing. The work requires analyzing complex legal and regulatory requirements, identifying operational and compliance risks, developing practical solutions, and ensuring that agreements protect both the County and the public resources entrusted to it.
Because our Compliance Division supports the Agency as a whole, the work is diverse. One day you may be immersed in a complex contract or procurement project; the next you may be conducting a compliance review, researching new legislation, assisting with an audit, developing policies or procedures, supporting privacy or security initiatives, or helping leadership resolve operational challenges.

Under limited general direction, performs complex and technical administrative analytical duties to ensure regulatory compliance with federal, state and county laws and policies.
DISTINGUISHING CHARACTERISTICS
This is a series management class. The incumbent reports to Health & Human Services Agency (HHSA) Director, or his or her designee, and may be responsible for managing administrative policies and procedures for purchasing, budgetary analysis, fiscal reporting, contract development/administration, and/or information privacy, security and compliance programs. The incumbent may directly or indirectly supervise staff as needed. The incumbent may serve as the Health Insurance Portability and Accountability Act (HIPPA) subject matter expert and/or HHSA HIPPA Privacy and/or Security Official.
- Develops and maintains administrative policies, protocols, and procedures for privacy, information security, fiscal, procurement, training, facilities management, contracting, etc.
- Exercises ethical decision making.
- Serves as the chair or key member for internal and external task forces, committees, etc.
- Receives reports and conducts monitoring activities and investigations to maintain adherence to regulations and guidelines.
- Develops and implements ongoing administrative training and education programs.
- Coordinates the development of recommended appropriate sanctions for noncompliance.
- Develops and implements compliance plans for including, but not limited to, federal and state HIPPA regulations, California Law Enforcement Telecommunications System (CLETS) within the HHSA, etc.
- Provides responsive, high quality service to County employees, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.
- Develops, implements, and oversees long and short-term special projects related to administrative departmental activities.
- Prepares and edits written documents including reports, records, and summaries with accuracy and in a timely manner, including, but not limited to, analysis for regulatory compliance, incident reviews, contract monitoring, analysis regarding policies and procedures, budgetary, accounting, and statistical records as appropriate.
- Collaborates with central County government related to administrative requirements such as contracts, information privacy/security, fiscal, facilities, procurement, training, etc.
- Audits records and reports for accuracy, completeness, and compliance with policies and procedures as required.
- Prepares a variety of budgetary, accounting, and statistical routine reports and records with accuracy and in a timely manner.
- Assists with the analysis of revenue/expenditure data and budgetary/fiscal recommendations for use by division management staff.
- Acts as Subject Matter Expert (SME) regarding the County's procurement and contract policies, procedures, HIPPA privacy and security, insurance requirements, and various other areas of compliance as necessary.
- Monitors federal, state, and other legislation and regulations affecting grant programs, public contracts, public records, procurement of professional services, and related matters.
- Coordinates Public Records Act requests.
- Manages grants for the HHSA, including sub-recipient monitoring for compliance.
- Maintains complete and accurate records.
- Conducts internal and external presentations.
- Compiles, prepares, posts, and monitors Requests for Proposals (RFP) and Requests for Quotes/Qualifications (RFQ).
- Prepares reports, board packets, resolutions, and recommendations for Agency division managers to take to the Board of Supervisors.
- Confers with contractors to acquaint them with contracting policies and procedures and obtains information on required product or service.
- Collects and manages appropriate certificates of insurance and professional licenses for each contract and ensures contractual compliance.
- Handles sensitive purchasing and contracting transactions that require; consultation or interaction with County Counsel, County Administrative Office, Risk Management, etc.
- Manages all HHSA policies and procedures, including building workflows for internal approval and monitoring of acknowledgement and/or compliance by HHSA staff using policy management software.

Education, Training and Experience:
Administrative Compliance Analyst I
A master's degree, or similarly advanced degree, and six months of administrative experience, preferably in a healthcare or social services setting, in a public or private sector organization performing policy development, planning, directing and coordinating a variety of administrative activities;
-Or-
Equivalent to graduation from an accredited college or university and two (2) years of administrative experience, preferably in a healthcare or social services setting, in a public or private sector organization performing policy development, planning, directing and coordinating a variety of administrative activities;
-Or –
Six (6) years of administrative experience in a public or private sector organization, preferably in a healthcare or social services setting, performing policy development, planning, directing and coordinating a variety of administrative activities.
Administrative Compliance Analyst II
A master's degree, or similarly advanced degree, and six months of administrative experience, preferably in a healthcare or social services setting, in a public or private sector organization performing policy development, planning, directing and coordinating a variety of administrative activities and possession of a valid Desired Certification;
-Or-
Equivalent to graduation from an accredited college or university and two (2) years of administrative experience, preferably in a healthcare or social services setting, in a public or private sector organization performing policy development, planning, directing and coordinating a variety of administrative activities and possession of a valid Desired Certification;
-Or –
Six (6) years of administrative experience in a public or private sector organization, preferably in a healthcare or social services setting, performing policy development, planning, directing and coordinating a variety of administrative activities and possession of a valid Desired Certification.Desired Certifications:
Certified in Healthcare Compliance (CHC), Certified in Healthcare Privacy Compliance (CHPC), Certified in Healthcare Research Compliance (CHRC), Certified Compliance and Ethics Professional (CCEP), Certified Compliance and Ethics Professional-International (CCEP-I), Certified Information Systems Security Professional (CISSP), or Certified Information Privacy Professional (CIPP) certification is desirable, but not required.
