POSITION: ALM/BSA Operations Manager
JOB REF#: 44406
DURATION: 3 - 6 Months (Contract or Contract To Hire)
LOCATION: HYBRID - Plano, TX 75024
PAY RATE: OPEN/MARKET RATE (W2 ONLY)
HYBRID: Works 4 days ONSITE per week every other week (LOCAL CANDIDATES ONLY)
BSA/AML Operations Manager will manages 12-14 team members - managing operations (alerts, BSA ML cases and reviewing/approving Suspicious Activity Report (SAR) and advising others teams (suspicious activity, review facts/evidence). They will mange experience, having managing alerts, Que's/cases and Suspicious Activity Report (SAR) are not filed late, ensuring everyone is on track.
They will initially manage operations and project teams but will eventually move into a governance manager role, overseeing audits, quality assurance, audits/exams, procedures and CAMS
BSA/AML Operations Manager will establish a strategic vision of Financial Savings Bank's (‘FSB') Anti-Money Laundering (‘AML') and Office of Foreign Asset Control (‘OFAC') programs. This role will oversee the implementation of the AML and OFAC programs for FSB's first and second lines of defense. They will also participate and support the development, enhancement, and implementation of the Compliance Management System (CMS) designed to ensure compliance with applicable local, state, and federal laws, rules, and regulations.
DAILY TASKS:
70% - BSA/Email cases, alerts and Suspicious Activity Report (SAR)
20% - Conducting Risk Assessments, understands high risk rating customers and conducting high risk reviews
10% - Clear OFAC alerts (general knowledge/foundation of OFAC sanctions is required)
RESPONSIBILITIES INCLUDE:
• Strengthen and lead the development of BSA/AML program elements to support the growth of the bank. These program elements include but are not limited to enhancing controls to prevent and detect potential money laundering activity,
implementation of client risk rating methodologies, 3rd party oversight, and Know Your Customers (‘KYC') programs.
• Coordinating and monitoring day-to-day BSA/AML compliance along with managing all aspects of the BSA/AML compliance program, including managing the bank's compliance with BSA regulatory requirements.
• Lead BSA/AML/OFAC risk assessments for new and improved product and service development enterprise-wide, including evaluating inherent risk and exposure as well as applicable control environment or control augmentations needed
for feasible execution and launch of products and services.
• Ensuring that third-party service providers are complying with the requirements of BSA/AML and OFAC.
• Serve as the BSA/AML/OFAC SME on enterprise-wide programs and projects
• Provide day to day leadership to BSA/AML/OFAC team members
• Develop and conduct training for the business lines related to new and ongoing fraud and AML suspicious activity typologies.
• Escalate identified risks to team leadership up to and including the Chief Compliance Officer and Board of Directors.
• Keeps current on regulatory expectations and requirements related to the Bank Secrecy Act (BSA) and other related regulations.
• Collaborate with FSB and affiliate fraud departments to ensure that Bank Secrecy Act (BSA) requirements are consistently met
REQUIRED SKILLS/EXPERIENCE:
Please Note: Since this role has the potential to convert to a Full-Time employee, we can't consider candidates on any type of work Visa (EAD, OPT, H1B)
** 7 years as a Manager, having led large ALM teams/operations, (FIU) Financial Intelligence Unit, managing investigators and analyst
** 7 years of experience with BSA (Bank Secrecy Act) requirements and AML investigations/operations
** CAMS (Certified Anti-Money Laundering Specialist) Certified (Preferred) or similar certification (ACFCS, ACFE or CRCM)
** Experience managing project time-lines, Que/Alerts to meet SLA and Suspicious Activity Report (SAR)
** Experience filing, adjudicating, investigating Suspicious Activity Report (SAR),
** Experience validating Risk customers, alerts and reviews
** Experience overseeing and validating ALM Risk Assessments, audits/exams and policies & procedures
** Familiar in OFAC assessments/alerts ( knowledge/foundation of OFAC sanctions is required)
** Must have experience with coordination and leading audits/exams and determining risks (AML program)
• Experience with BSA/AML financial crimes investigations including money laundering, identify theft, terrorist financing, red flags for various transaction activities, fraud, etc.
• Experience providing leadership, development, and strategic direction as a team leader
• Experience interacting successfully with state and federal banking regulatory
HIGHLY DESIRED EXPERIENCE:
- Experience pulling reports and validating data
- Familiarly with tuning SCRM (Fiserv case management system) to adjudicate, investigate to follow Suspicious Activity Report (SAR), alert tuning/modifications or permeative settings

• Education: Four-Year College Degree (BA or BS)
• Certification: Association of Certified Anti-Money Laundering Specialists, Associate of Certified Fraud Examiners (ACFE)
• Certification: Association of Certified Financial Crime Specialists,(ACFCS)
• Certification: Certified Regulatory Compliance Manager (CRCM)
• Experience with regulatory compliance processes and procedures pertaining to the Bank Secrecy Act/USA Patriot Act and the Office of Foreign Asset Control (OFAC) including program development and maintenance
