Position Summary:
The Capital Projects Manager is responsible for planning, coordinating, and overseeing capital improvement projects (CIP), construction initiatives, and infrastructure investments for the City of Anna Maria (City). Position Summary:
The Capital Projects Manager is responsible for planning, coordinating, and overseeing capital improvement projects (CIP), construction initiatives, and infrastructure investments for the City of Anna Maria (City). This position provides administrative and technical management of capital projects from concept through completion, including procurement, contract administration, budget monitoring, and coordination with consultants, contractors, and regulatory agencies.
This position focuses on project oversight and delivery and does not supervise Public Works operational staff.________________________________________
Essential Duties And Responsibilities:
- Coordinates planning and implementation of capital improvement projects
- Develops project scopes, cost estimates, and schedules
- Prepares and manages RFPs, RFQs, ITBs, and related procurement documents
- Oversees consultant and contractor performance to ensure compliance with contract terms
- Monitors project budgets and provides regular financial updates
- Reviews construction plans, shop drawings, and submittals in coordination with engineers and design professionals
- Conducts site visits to monitor project progress and quality
- Ensures projects comply with applicable federal, state, and local regulations
- Prepares Commission agenda items and presents project updates
- Maintains accurate project documentation and records
- Ensures service agreements are executed and maintained for all recurring vendors, including the coordination of annual performance evaluations and contract compliance reviews
- Works in partnership with department leaders to oversee vendor relationships, resolve performance issues, and promote accountability and service excellence
- Ensures accurate and timely completion and submission of all required reports to third parties, including regulatory agencies, funding entities, and consultants engaged by the City
- Proactively identifies, researches, and applies for grant funding opportunities to support capital improvement projects and long-term infrastructure planning

Minimum Qualifications:
- Bachelor’s degree in civil engineering, construction management, architecture, public administration, or related field
- Three (3) years of experience in capital project management, construction oversight, or municipal infrastructure
- OR a combination of experience, certification, education and training that demonstrates expertise in the related areas
- Valid Florida driver’s license
- Experience in municipal procurement processes
Knowledge, Skills, And Abilities:
- Knowledge of municipal capital improvement planning and budgeting processes
- Knowledge of public procurement procedures including RFPs, RFQs, and bid administration
- Knowledge of construction management principles and contract administration practices
- Knowledge of applicable federal, state, and local regulations related to public infrastructure
- Knowledge of grant administration and compliance requirement
- Skill in the use of Microsoft Office products (Word, Outlook and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
- Skill in reviewing technical plans, specifications, and construction documents
- Skill in preparing professional reports, presentations, and Commission agenda items
- Skill in negotiating and coordinating with contractors, engineers, and consultants
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions and approaches to problems
- Ability to clearly communicate and understand information in English, orally and in writing
- Ability to manage multiple priorities to ensure that deadlines are met
- Ability to analyze complex project issues and develop practical solutions
- Ability to exercise sound judgment in contract oversight and project decision-making
- Ability to communicate effectively with elected officials, staff, contractors, and the public
- Ability to maintain detailed project documentation and financial tracking
- Ability to work independently while coordinating across multiple departments
- Ability to use reasoning skills that minimize duplication of efforts, including comparing, classifying, analyzing and coordinating
- Ability to read, analyze and interpret program related laws and regulations and establish necessary work processes and procedures
- Ability to analyze and prepare complex reports and contract documents
- Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service or diverse cultural and linguistic backgrounds
- Ability to maintain regular and punctual attendance to ensure efficient and effective performance of job duties
