Job Summary

As the RHTP Grant Analyst, you will be responsible for developing and maintaining monitoring systems to identify and mitigate risks, conducting targeted fiscal and programmatic reviews, and supporting sub awardees in building the capacity needed to meet grant expectations.

Job Description

We are looking for a RHTP Grant Analyst for a 12-month contract opportunity that is onsite in Indianapolis, IN. The RHTP Grant Analyst serves as a key resource for ensuring sub awardee compliance with all state and federal requirements under the Rural Health Transformation Program. This role provides analytical oversight of operational processes, financial stewardship, and data integrity for funded sub awardees. Core responsibilities include developing and maintaining monitoring systems to identify and mitigate risks, conducting targeted fiscal and programmatic reviews, and supporting sub awardees in building the capacity needed to meet grant expectations. This work ensures that regional strategies are data driven, compliant, and aligned with Indiana’s long-term vision for rural health transformation.
What You’ll Do

• Implement risk-based monitoring processes to ensure sub awardee compliance with state and federal grant requirements

• Conduct desk, on site, and virtual reviews of programmatic, fiscal, and reporting activities

• Analyze financial documentation to verify allowable costs and identify potential risks

• Serve as a finance and administration resource for Division Directors

• Monitor sub award spending using PeopleSoft Financials and maintain organized financial records

• Review of sub-awardee data for accuracy and alignment with performance measures

• Identify compliance issues and support sub awardees in developing corrective action plans

• Provide technical assistance to strengthen grant management, documentation, and reporting

• Maintain detailed monitoring records and audit ready documentation

• Collaborate with internal program, finance, and data teams to resolve monitoring related issues

• Track and verify completion of corrective actions and resolution of findings

• Contribute to improving monitoring tools, templates, and procedures

• Assist internal staff and sub awardees with audit preparation and responses

• Perform reporting and reconciliation procedures for risk management, program support, and federal grant requirements

• Responsible for fiscal, data, and programmatic quality assurance and compliance of the RHTP program in alignment with State and Federal regulations regarding sub-awards

What You’ll Need

Required:

• Experience with 4-6 years' program evaluation, quality assurance, grant oversight/administration, data analysis, data management experience

• Knowledge of Federal and State laws, policies and procedures as they pertain to the Finance and Programmatic Divisions

• Some knowledge of business administration practices and procedures and basic accounting

• Ability to extend standard procedures and methods and develop new procedures and methods to deal with unprecedented situations

• Ability to work cooperatively with staff and representatives of state, local, and federal agencies

• Knowledge of appropriate PeopleSoft Financials modules

• Advanced knowledge of Microsoft Excel, Outlook, Word and other Microsoft products

• Ability to learn and navigate reporting system such as, but not limited to RedCap, EUNA, and Amplifund

• Ability to apply problem solving techniques to address issues at the State and local level

• Ability to communicate verbally and in writing with individuals or in group situations

Preferred:

• Experience with CMS-funded programs or federal cooperative agreements

• Familiarity with Indiana’s rural health landscape, including hospitals, FQHCs, EMS, and community-based organizations

Physical Demands

• Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards

• Sedentary work involving sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.

• Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor

$41.54 per hour

The pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
