Description

Under general supervision, performs civil engineering related work. Assists the City Engineer in the development, review, management, and inspection of City or development related construction projects. Leads or assists with the development of construction plans, analytical studies, long range plans, and other technical needs related to public works and civil engineering.

Qualifications

Bachelor's Degree in Civil Engineering or closely related area AND experience equivalent to two (2) years professional municipal or consulting civil engineering work. Professional Engineer License in Civil Engineering or related area required. Must possess a valid Utah Drivers License. Special consideration will be given to those with experience in Transportation, Drainage, or Water/Hydraulics. Must possess Grade IV water distribution and Grade IV wastewater collections operator certificate from the State of Utah or the ability to obtain these certificates within a one year period of time.

Responsibilities

Reviews development related construction plans and studies for compliance with the City's Land Development Code and Public Works Design Standards for new development; develops in-house construction plan sets and manages the design of projects by consultant firms; manages the construction of small to large public works related projects; provides inspection of constructed improvements.

Designs public works projects ensuring that they meet the City Engineer/Assistant Public Works Director's approval and are in compliance with codes and ordinances; oversees the designs of other division employees; oversees the project bidding process; works with contractors to ensure projects are competed according to plans and specifications; resolves problems and concerns of contractors; submits pay request for contractors. Supervises and assigns work activities and monitors workflow; reviews and evaluates work products, methods and procedures; coordinates public works projects with consultants, stakeholders, and other City departments; runs technical computer models for the City water, wastewater, and stormwater system; runs Geological Information system programs; responds to and resolves difficult and sensitive citizen inquires and complaints; develops and reviews staff reports related to engineering. Confers with engineers, developers, architects, a variety of agencies and the general public in acquiring information and coordinating public works matters; develops a variety of engineering projects; works with outside public and private agencies to obtain public improvements desired by the City; resolves work problems and interprets administrative policies to subordinates, other departments, consultants, contractors, and the public.

Attends public meetings, City Council meetings, Planning Commission meetings, neighborhood meetings, regional meetings, and other project / engineering related meetings as needed to appropriately support assigned work. Many of these meetings occur after regular business hours.

Knowledge, Skills, And Abilities

Knowledge of professional engineering theories, principles, and techniques. Knowledge of the basic principles of employee training and supervision. Knowledge of construction materials, methods and inspections techniques. Knowledge of advanced principles of engineering as applied to planning, design, and construction of a broad spectrum of public works facilities and projects. Knowledge of methods, materials and techniques employed in public works construction, engineering, drainage and traffic engineering. Skill in establishing and maintaining effective w

orking relationships with contractors, engineers, architects, other City employees/officials, and the public. Ski l in reviewing construction plans and specifications to determine if they comply with established industry guidelines, regulations and safety standards.

Skill in understanding the principles of surveying, development of legal descriptions and legal exhibits, use of survey equipment and management of related data, Skill in training and supervising staff. Skill in prioritizing, coordinating and evaluating the work of subordinate managers, supervisors and employees. Skill in communicating clearly and concisely, both orally and in writing.

Skill in using various computer software programs related to financial management, project management, mapping, surveying, and AI.
