At the Cabinet for Health and Family Services (CHFS), our employees are our greatest asset. The Division of Facilities Management’s Assets Management Branch (AMB) plays a critical role in supporting the Cabinet’s mission by overseeing the management of over $45 million in fixed assets, the Cabinet’s insurance coverage, fleet of 320+ vehicles, Records Management System (RMS), eScrap program, and the Procurement, Payables, and Asset Tracking System (PPATS).
We are seeking an experienced Branch Manager to lead the AMB team, provide strategic direction, and ensure the efficient operation of all asset management functions across the Cabinet. This leadership role serves as the primary liaison between CHFS agencies and key external stakeholders, including the Department for Libraries and Archives, the Finance and Administration Cabinet Office of Fleet Management, and the Office of the Controller.
The AMB Branch Manager will play a pivotal role in ensuring CHFS assets are managed efficiently, accurately, and in compliance with all regulations, while leading a dynamic team in a complex and fast-moving environment.

Key Responsibilities:
- Lead, mentor, and supervise AMB staff, fostering a culture of accountability, collaboration, and high performance.
- Oversee all asset management operations, including fiscal year inventory closing, annual physical inventories, PPATS management, fleet oversight, and eScrap programs.
- Coordinate and prepare the comprehensive annual financial report for the Cabinet, ensuring accuracy and compliance with federal and state standards.
- Develop, implement, and maintain policies and procedures to ensure compliance with applicable laws and regulations.
- Monitor and manage expenditures for items over $500, ensuring proper tracking of all fixed assets.
- Collaborate with agency budget personnel to ensure proper funding codes for purchased, leased, or acquired equipment and property.
- Serve as a strategic advisor to CHFS leadership on asset management policies, procedures, and budget implications.
- Drive continuous improvement initiatives within AMB to enhance efficiency, data integrity, and service delivery.
- Proven leadership in asset management, finance, or related operations
- Strong organizational, project management, and multitasking abilities
- Analytical thinker with problem-solving and process improvement skills
- Excellent written and verbal communication; collaborative across teams and agencies
- Proficient in Microsoft Office; experience with PPATS and EMARS preferred
- Valid driver’s license

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Five years of professional administrative experience.
Substitute EDUCATION for EXPERIENCE:
A master's degree in public or business administration or a related field will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:
Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
