Under the supervision of the Correctional Administrator, DOC also known as the Associate Warden, Programs, the Correctional Counselor III (CC III), or Classification and Parole Representative (C&PR), is responsible for the general supervision of all Case Records operations, monitoring and auditing the classification process, coordination of the release and transfer process, quality control of all institution casework, and liaison with the Board of Parole Hearings (BPH) for the Sierra Conservation Center (SCC) and Camps.

Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).
Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires that each full-time employee receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits monthly through June 30, 2027. Salaries do not reflect the recent changes.

Working Conditions
About this location -- Sierra Conservation Center (SCC) is located in the foothills near Jamestown, California, in the heart of the Mother Lode Gold Country.It is adjacent to the Stanislaus National Forest, offering pine trees, mountain streams, and an abundance of recreational activities (fishing, swimming, camping, skiing, golfing, etc.).The prison is approximately 70 miles from Yosemite National Park.

The primary mission of SCC is to provide housing, programs and services for minimum and medium custody incarcerated individuals, to aid in their rehabilitation. SCC is responsible for the training and placement of male incarcerated individuals in the Conservation Camp Program. SCC administers male camps located throughout California.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of: Prison administration to assist in providing effective management of all divisions within the organization. Principles and practices of personnel management and effective supervision to plan, organize and direct the work of others. Principles, practices and techniques used in the administration of the overall incarcerated person classification system/process to provide a systematic process for the programming, housing, transfers, custody designations and assignment decisions used in the management of incarcerated persons. The purposes, activities, regulations and functions of the California Department of Corrections and Rehabilitation (CDCR), Board of Parole Hearings (BPH) and other entities to coordinate and ensure compliance with CDCR, BPH and Penal Code (PC) requirements. The principles of verbal and written communication to exchange and provide accurate and pertinent information with staff, incarcerated persons, and others. Correctional casework procedures to assist in providing effective management of a division within the organization and provide assistance as needed. The range of normal and abnormal incarcerated person behavior to ensure their correct classification/housing. The policies and procedures of custody in order to maintain orderly operation of the facility and the safety of staff, incarcerated persons and the public. The supervision and discipline of incarcerated persons to ensure housing, assignments, custody, and program needs are met in compliance with departmental rules and regulations. Security Threat Groups to ensure housing, assignments, custody, and program needs are met in compliance with departmental rules and regulations. Group processes and dynamics to maintain operation of a facility and the safety of staff, incarcerated persons and the public. Training methods to plan and conduct on-the-job training to determine training needs, evaluate training results, maintain compliance with departmental policy and ensure a qualified workforce. Implementing structured, interactive and meaningful In Service Training (IST) to meet mandated training needs and the overall mission of CDCR.

Ability to: Plan, organize, and direct the work of others to complete assignments in a timely manner. Evaluate individual case factors and make recommendations to ensure appropriate placement of incarcerated persons. Coordinate the work of employees to administrate the incarcerated person classification process. Analyze complex issues and implement corrective action to remain in compliance with policies and procedures. Correctly implement program changes to comply with department mandates. Coordinate in-service training to ensure a knowledgeable workforce and provide opportunity for upward mobility. Effectively utilize resources to meet scheduled work requirements and minimize overtime. Estimate and budget the amount of time and approximate cost to complete assignments. Effectively communicate (written/verbal/listening) clear instructions, directions, and interviews in order to disseminate and receive information with staff, incarcerated persons, and other stakeholders. Gain the respect and trust of staff to effectively exchange and/or provide information. Organize and prioritize work to meet deadlines, time constraints and adjust to changes in assignments. Effectively work under pressure to complete assignments within allocated timeframes. Effectively interact with staff concerning sensitive issues to exchange and/or provide information/direction. Analyze situations accurately in order to determine and implement effective and appropriate courses of action. Adapt to a high volume of work to accomplish assigned tasks while ensuring the effective operation of an assigned area. Work under pressure from management to ensure that incarcerated persons receive care in a timely manner. Respond effectively to emergency situations to ensure the safety of staff, incarcerated persons, community and the security of the institution. Effectively work independently to complete assigned tasks and responsibilities in a timely manner. Effectively conduct an interview with an incarcerated person to obtain and disseminate information. Accurately interpret operational policies and procedures to ensure compliance with departmental regulations and court mandates. Adjust to changes in assignments to manage workload responsibilities.
