Job Description: Civil Engineer II
Location: Reading, PA
Schedule: Full-Time, Monday–Friday (8 AM – 5 PM)
Work Setting: 70% Office / 30% Field
Travel: Primarily PA, NJ, and NY
Estimated Salary Range: $85,000 – $115,000/year (based on experience, licensure, and technical proficiency)
Position Summary
We are seeking a skilled Civil Engineer II with a strong foundation in civil and environmental engineering principles. This role supports multidisciplinary projects involving wastewater treatment, stormwater management, land development, permitting, and civil infrastructure design, ensuring full compliance with state and federal regulations. The engineer will collaborate closely with internal teams, project managers, clients, and regulatory agencies.
Reports To: Engineering Group Practice Manager
Key Responsibilities
Design & Technical Work
- Design projects related to environmental protection, wastewater systems, and stormwater management.
- Prepare detailed engineering drawings, design documents, and construction specifications.
- Conduct hydrology and hydraulics analyses using tools such as HEC-RAS and HEC-HMS.
- Evaluate design alternatives and resolve complex technical challenges.
- Develop CAD drawings for site layouts, utilities, grading, roadway design, and stormwater systems using AutoCAD Civil 3D.
Permitting & Compliance
- Prepare and manage water quality permit applications.
- Work with Pennsylvania and/or New Jersey permitting for stormwater, wastewater, soil erosion and sediment control, and general site planning.

- PADEP & NJDEP Stormwater Management Rules
- PA & NJ Stormwater BMP Manuals / Green Infrastructure Standards
- PennDOT standards
- PA Code Chapter 105 Waterway Obstruction Permits
- NJDEP Division of Land Resource Protection Permits
Field Work & Oversight
- Conduct field inspections and site assessments.
- Oversee installation of pollution control and environmental protection systems.
- Travel as necessary to project sites across PA, NJ, and NY.
Project Coordination
- Assist with developing and managing project schedules and budgets.
- Coordinate closely with project managers, design leads, and CAD designers to meet quality and best-practice standards.
- Participate in client interactions and provide technical support as needed.
Education & Experience
- Bachelor’s Degree in Civil Engineering or Environmental Engineering (Master’s preferred).
- 6 years of experience in environmental or civil engineering, with background in:
- Land development
- Civil infrastructure
- Stormwater and wastewater systems
- Roadway design
- Utility planning
- Landfill design and construction (preferred)
Required Licenses & Skills
- Professional Engineer (PE) License – Pennsylvania and/or New Jersey.
- Strong knowledge of construction principles and practices.
- Proficiency with AutoCAD Civil 3D.
- Valid Driver’s License.
- Understanding of hydrology/hydraulics software (HEC-RAS, HEC-HMS).
- Solid grasp of PADEP/NJDEP regulatory frameworks.

- Technical writing proficiency.

Salary : $85,000 - $115,000
