Instructional Designer
 
C² Technologies, Inc. seeks an Instructional Designer to work closely with and under the supervision of the Learning Standards Officer (LSO), Course Curriculum Model Manager (CCMM), and Training Directorate (N7) leadership to provide expert-level curriculum development, instructional systems design (ISD), analysis, documentation, and multimedia‑supported training solutions across CENSECFOR activities.

Summary
The Instructional Designer is responsible for the planning, analysis, design, development, implementation, and evaluation of high‑quality Navy training curricula and courseware. This role requires deep knowledge of instructional systems design methodologies, NAVEDTRA standards, Job Duty Task Analysis (JDTA) processes, training documentation development, and the ability to collaborate with a multidisciplinary Curriculum Development Team (CDT).
The Instructional Designer also supports administrative training requirements, coordinates with Instructional Systems Specialists (GS‑1750), Training Specialists (GS‑1712), Course Supervisors, and Subject Matter Experts (SMEs), and ensures all curriculum products meet NETC and CENSECFOR requirements. One Instructional Designer on the team will additionally support basic SharePoint site administration, digital content creation, and workflow automation.

Responsibilities
 
Training Development & Documentation
  • Develop Training Project Plans (TPPs) that serve as blueprints for curriculum development efforts.
  • Create Course Training Task Lists (CTTLs) by analyzing JDTA data to identify duties and tasks supporting the course mission.
  • Develop Training Course Control Documents (TCCDs) including front matter, curriculum outlines, supporting objectives, resource annexes, and Course Master Schedules (CMS).
  • Develop NAVEDTRA‑compliant Lesson Plans, Student Guides, Instructional Media Materials, presentations, and related instructional products.
  • Produce AI‑assisted testing materials, including:
    • Testing Plans
    • Knowledge Test Administration Guides (KTAGs)
    • Performance Test Administration Guides (PTAGs)
    • Master Test Banks
Instructional Design & Analysis
  • Apply ISD methodologies to sequence and cluster learning events, design instructional strategies, and establish measurable learning objectives with clear conditions and standards.
  • Conduct and document JDTA, Front-End Analysis (FEA), and Business Case Analyses (BCA) to determine training requirements.
  • Develop traceability matrices linking JDTA data to learning objectives.
  • Generate CTTLs, analyze tasks, and support Training Requirements Reviews (TRR).
  • Evaluate and validate training during focus groups, course pilots, and review cycles.
Media Development & Training Products
  • Design and develop instructional media, including slide decks, interactive multimedia, and e-learning products.
  • Create documentation such as Instructional Media Design Packages (IMDPs) and storyboards.
  • Review and test deliverables to ensure accuracy, consistency, and compliance with NAVEDTRA standards.
AI-Assisted Instructional Support
  • Edit curriculum documents for clarity and compliance using AI-assisted tools.
  • Use AI to support data analysis, content drafting, TPPs, TCCDs, COIs, and other core curriculum materials.
SharePoint & Multimedia Specialty
  • Configure and maintain SharePoint sites, libraries, lists, and permissions.
  • Provide basic troubleshooting, user support, and training for SharePoint users.
  • Develop workflows and automations using Power Automate.
  • Ensure compliance with records management and data governance policies.
  • Support integration of SharePoint with Microsoft Office and enterprise systems.
  • Provide multimedia development including graphics, video editing, and digital content creation.

Requirements
 
Education
  • Associate’s degree in Instructional Design, Curriculum & Instruction, Educational Technology or related discipline with at least one (1) year of experience in education, training, or curriculum development; OR
  • High School Diploma/GED with at least five (5) years of experience in training development or education with a focus on training documentation and instructional management.
Experience
  • Experience across all phases of the instructional systems design process (planning, analysis, design, implementation, evaluation, maintenance).
  • Experience using AI-assisted tools for content development, data analysis, or curriculum quality assurance.
  • Minimum three (3) years of experience using Microsoft Teams, Word, PowerPoint, and Excel.
  • Ability to collaborate with SMEs, project teams, and training specialists to achieve shared goals.
  • Demonstrated ability to produce high-quality instructional materials and manage multiple projects.
Specialized Multimedia/SharePoint Experience
  • Experience in SharePoint site development, automation, and administration.
  • Proficiency with Power Automate.
  • Experience with Microsoft Office, Adobe Creative Suite, and video editing tools such as Premiere and After Effects.

Knowledge and Skills
  • Strong understanding of NAVEDTRA 142, CENSECFORINST 1540.1, and CENSECFORINST 1540.4.
  • Ability to create measurable learning objectives, training strategies, instructional media, and e-learning content.
  • Strong organizational and data-management skills, including SOP creation and document control.
  • Ability to compare JDTA task data with existing training materials to identify gaps or redundancies for BCA development.
  • Excellent communication and collaboration skills across diverse teams.
  • Must possess, or be able to obtain, a Secret security clearance.

Base Salary Range: $50,000 – $100,000 / year. Our salary ranges are determined by role, level, and structural alignment. Individual pay is influenced by several factors, including the candidate's work location, relevant experience, skillset, and contract constraints.
