The PTW Manager is responsible for developing, implementing, and overseeing the Permit to Work system, ensuring all hazardous and non-routine work activities are planned, authorized, executed, and closed in compliance with company standards, regulatory requirements, and LNG industry best practices. This role is critical to maintaining safe, reliable operations in a major hazard facility.
Key Responsibilities
PTW System Leadership
- Own and manage the site-wide Permit to Work system, ensuring consistent application across operations, maintenance, and contractor activities.
- Develop, implement, and maintain PTW procedures aligned with OSHA, PSM, API RP 754, and LNG industry best practices.
- Ensure effective integration of PTW with LOTO, Confined Space Entry, Hot Work, SIMOPS, and Management of Change (MOC) processes.
- Review, approve, and audit permits for high-risk activities including hot work, confined space entry, energized work, excavation, and simultaneous operations (SIMOPS).
- Coordinate with Operations, Maintenance, Construction, and HSE teams to ensure work activities are properly planned and risk-assessed.
- Serve as the site authority for PTW-related escalations and conflict resolution.
- Develop and deliver PTW training programs for employees and contractors.
- Ensure personnel involved in issuing, receiving, and authorizing permits are trained and competent.
- Conduct refresher training and lessons learned sessions based on incidents, audits, or near misses.
- Conduct routine PTW audits and field verifications to ensure procedural compliance.
- Lead PTW-related investigations for incidents, near misses, or non-conformances.
- Support internal and external audits, regulatory inspections, and compliance reviews.
- Track and report PTW performance metrics and trends to site leadership.
- Identify gaps, inefficiencies, and risks within the PTW system and drive continuous improvement initiatives.
- Support digital PTW system implementation, optimization, and maintenance where applicable.
- Benchmark PTW practices against industry standards and peer LNG facilities.
Required
- Bachelor’s degree in Engineering, Safety, Industrial Technology, or related field (or equivalent experience).
- 8–10 years of experience in LNG, oil & gas, petrochemical, or heavy industrial operations.
- 3–5 years of experience managing or administering a Permit to Work system in a PSM-covered facility.
- Strong working knowledge of OSHA PSM, LOTO, Confined Space, Hot Work, and SIMOPS requirements.
- Experience in operating LNG facilities or large-scale construction/commissioning environments.
- CSP, CHST, NEBOSH, or equivalent safety certification.
- Experience with electronic or digital PTW systems.
- Prior leadership or supervisory experience.
- Familiarity with Gulf Coast LNG operations.
- Site-based role at the GPX LNG facility in Sabine Pass, TX.
- Regular field presence in operating and construction areas.
- May require extended hours or on-call support during turnarounds or critical activities.
