The City of Overland Park has a full-time Supervisor, Neighborhood Services position available in the Planning & Development Services Department.

Summary

Supervises and directs the Neighborhood Services Section with responsibility for the Neighborhood Conservation Program and grants/assistance programs, including the Community Development Block Grant Program. Provides professional assistance to the Strategic Planning Manager as needed, including policy and procedure development and other special projects and studies as directed. May serve as acting Strategic Planning Manager in his/her absence, and other duties assigned.

Duties And Responsibilities

  • Supervises and directs the Neighborhood Services Section and performs the work of the reporting staff in their absence.
  • Develops new and/or modifies existing policies and procedures as directed by the Strategic Planning Manager. Reviews current practices, recommends, and/ or modifies existing policies and procedures for efficiency, effectiveness, and ensures compliance with related laws and ordinances. Communicates policies and changes to staff, elected officials, other agencies, and the public.
  • Builds and develop relationships for positive, inclusive civic engagement. Cultivates awareness of issues that affect current quality of life in the community. Assists to identify emerging needs and resources to respond. Works to coordinate such activity with staff within the department and with other City departments, including City Manager, Law, Police, Parks Services, Public Works and Finance. Interacts extensively with residents, neighborhood leaders, community organizations, and members of the Governing Body.
  • Identifies and collaborates with organizations and groups demonstrating successful neighborhood programs and efforts. Maintain contacts with community leaders, governmental representatives, organizational leaders, and professionals in the fields of neighborhood preservation and development and community building.
  • Supervises and/or participates in preparation of various reports, statistical information, and special projects. Communicates operating policy and guidelines to staff. Establishes time frame for project completion. Presents findings in writing or orally to requesting parties. Oversees preparation of plans and administers budgets for grants/assistance programs including the Community Development Block Grant (CDBG) Program. Develops and implements short and long-term goals and objectives. Keeps abreast of changing laws and practices. Oversees the coordination of the purchase of materials, equipment, and supplies.
  • Supervises grants programs, CDBG and Neighborhood Conservation Programs. Supports and reviews program activities, oversees staff liaisons to the CDBG Citizen Advisory Committee and Neighborhood Executive Committee, plural authorities.
  • Performs and supports special projects, planning processes, and studies as directed.
  • May serve as Acting Manager, Strategic Planning in his/her absence.
  • Participates in emergency management operations for the City, as requested. Carries out and/or performs other duties as assigned.
  • The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with which interaction is required to accomplish work and employer goals. Works nights and weekend hours as needed.
  • The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.

Requirements

EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS:

  • Bachelor's degree in planning, community development, management, public administration, political science, or related field.
  • A master's degree is preferred

Salary Range: Grade H $76,083.41 - $104,657.72
