Position Overview

C Evans Consulting, LLC (CEC) is seeking an accomplished Senior Federal Classification Specialist to provide expert position classification and position management support to the Federal Trade Commission’s Human Capital Management Office.

The selected professional will classify positions across General Schedule, Senior Executive Service, Senior Level, and other federal position types. This individual will also serve as the contract’s On-Site Team Lead and will be responsible for the technical quality, timeliness, and completeness of classification work products.

This is a hands-on senior practitioner role. The successful candidate must be able to independently research complex classification issues, apply Office of Personnel Management standards, advise federal HR professionals and agency leaders, and produce defensible classification packages that require no substantive government revisions.

Key Responsibilities

  • Conduct classification evaluations for General Schedule, SES, SL, and other federal positions across a wide range of occupational series and grade levels.

  • Develop and revise position descriptions, evaluation statements, position-designation documentation, and associated classification records.

  • Prepare complete classification packages, including position description narratives, OF-8 cover sheets, Fair Labor Standards Act determinations, series and title determinations, grade-level analyses, and coding recommendations.
  • Apply OPM classification standards, functional guides, the Classifier’s Handbook, occupational-group standards, and applicable federal regulations.

  • Conduct desk audits, position-management reviews, management interviews, and accretion-of-duties evaluations

  • Research and resolve complex or precedent-setting classification and position-management questions.

  • Support agency-wide position-description reviews and classification-standard implementation projects.

  • Advise managers and HR personnel regarding organizational structure, position management, workforce alignment, and defensible classification decisions.

  • Develop or update classification policies, procedures, desk guides, and standard operating procedures.

  • Provide technical guidance and knowledge transfer to FTC classification personnel.

  • Review work products for technical accuracy, completeness, consistency, and regulatory compliance before submission.

  • Serve as the primary day-to-day point of contact for contract quality, responsiveness, reporting, workload management, and performance.

  • Safeguard sensitive personnel information and comply with applicable Privacy Act, information-security, and records-management requirements.


Required Qualifications

  • Bachelor’s degree or an equivalent combination of education and directly relevant experience.

  • At least 10 years of progressively responsible experience applying federal position-classification standards and position-management principles.

  • Demonstrated experience classifying positions across multiple occupational series, grade levels, and job families

  • Demonstrated experience preparing technically defensible position descriptions and evaluation statements.

  • Direct experience with General Schedule classification.

  • Direct experience applying SES and Senior Level position-classification requirements.

  • Experience conducting desk audits, management interviews, and organizational or position-management reviews

  • Experience drafting or revising federal classification policies, procedures, SOPs, or desk guides.

  • Strong working knowledge of 5 U.S.C. Chapter 51; 5 CFR Parts 214, 511, and 551; and applicable OPM classification standards and guidance.

  • Ability to independently produce accurate, research-supported work products requiring minimal or no substantive revision.

  • Strong written communication, consultation, customer-service, and stakeholder-management skills.

  • Ability and willingness to work on-site at FTC Headquarters in Washington, DC, with telework only when authorized by the FTC

  • Ability to successfully complete required employment-eligibility verification, fingerprinting, and the FTC suitability/background-investigation process.

Preferred Qualifications

  • Previous classification experience within a federal agency or while supporting a federal agency as a contractor.

  • Experience serving as a senior classifier, classification team lead, or technical quality reviewer

  • Experience classifying attorney, economist, administrative, leadership, scientific, technical, and mission-support positions.

  • Experience supporting executive-resources programs, including SES, SL, and political positions.

  • Experience coaching or providing quality review for less-experienced federal classification specialists.
  • Prior favorable federal suitability determination or background investigation that may qualify for reciprocity.
