Position Overview
The Executive Director of Business Services manages the school district’s financial affairs including budgeting, purchasing,
accounting, payroll, accounts payable, internal audit, fixed assets and treasury functions. This position is also responsible for
establishing procedures which are sufficient to assure compliance with financial laws, regulations and requirements and to
assure adherence to generally accepted accounting principles (GAAP) and standard business practices. The Executive
Director of Business Services is responsible for advising the Governing Board and administrators regarding management of
financial resources. This position also engages in multi-year financial planning for the operating budget and assists in
preparation of multi-year facilities plans. The Executive Director of Business Services is responsible for the submission of
financial reports required by federal, state and local governmental entities.
This position oversees: Accounts Payable, Payroll, Purchasing Services, Business Services Secretary, Fixed Assets, Courier
Services, Finance, CNS Manager and Maintenance & Transportation Manager
Essential Duties & Responsibilities
A. Budget
- Oversee development and administration of the school district budget.
- Provide financial and budget information through various presentations to the Superintendent and Governing Board, as needed, for the purpose of promoting financial accountability of the district in a transparent way.
- Responsible for detail budget development and maintaining budget updates for all district funds for the purpose of meeting State and Federal budgeting requirements.
- Administer the annual budget using sound business practices consistent with legal requirements established by the State of Arizona, County School Superintendent, Auditor General’s Office and district policies.
- Advise and assist other district administrators and staff to understand, plan and monitor their respective budget areas.
B. Audits
- Provide support and supervise of audit procedures which includes internal audit procedures, prepare statements showing financial position, proper recording of financial transactions, external audit and post-audit procedures for the purpose of maintaining proper state and federal compliance relating to financial accountability for all district funds.
- Schedule annual financial audit and any other audits that may be deemed necessary and/or appropriate for the district.
- Act as liaison with State Auditor’s Office during annual audit process, follows-up on audit recommendations and develops and implements procedures for corrective action, if any.
C. District Policies & Procedures
- Develop/revise district policies and procedures for business and operations for the Governing Board’s consideration, for the purpose of assuring consistency in the district and compliance with laws and regulations.
D. Management
- Direct purchasing and supply management of the district: official purchasing agent, prepare standards and specification for bid, purchase supplies and equipment, warehouse management and inventory control.
E. Compliance
- Supervise the preparation and/or completes in an accurate and timely manner all relevant state and federal reports for the purpose of compliance.
- Ensure compliance with law, policy, rules, and regulations and establish and maintain internal controls and procedures.
F. Bond
- Assist with levy and bond planning and facilitate bond underwriting to market the District’s bonds including presentations to rating agencies, tax rate planning and bond sale strategies.
G. District Projects & Construction
- Manage school plant planning and construction by preparing plant utilization studies, projecting facility needs/safety standards, overseeing contracts management and serving as superintendent's representative in working with architects and contractors.
- Determine operational policies, guidelines, priorities and the scheduling of ongoing and major and minor projects.
H. Risk Management
- Manage district Risk Management program by reviewing and auditing incident and accident investigation reports for appropriate risk management action.
I. Supervision
- Develop the skills and abilities of staff within the Business Services Department ensuring an efficient and effective operation.
- Prepare evaluations of supervised employees.
J. Communication
- 1. Advise the Superintendent as a member of the Executive Cabinet for the purpose of assuring sound and accurate information for decisions.
- Communicate with expertise and confidence with oral presentation, written reports and other forms of communication.
- Advise the Superintendent and Governing Board on legal matters pertaining to the business and financial interests of the District.
- Collaborates closely with Human Resources regarding budget preparation, employment contracts and mutual processes.
- Collaborate with the Superintendent and Associate Superintendent in providing leadership in planning, developing and achieving excellence in programs and support services.
K. Chief Financial Officer
- Serve as chief financial officer for the district and manage all aspects of fiscal services including budget development, bond and levy planning, monitoring and analyzing student enrollment and community demographics, accounting, payroll, cash management, inventory control, financial reporting, purchasing, bookkeeping, real estate and insurance risk management.
- Supervise the financial affairs of the district, including handling of all funds, accounting and reporting procedures and long-range planning.
- Prepares monthly and annual financial reports for the Governing Board for the purpose of providing standardized financial reporting of district financial activities as required by the State and Federal agencies having jurisdiction over school funds.
- Maintain all aspects of the district automated accounting system.
- Make periodic financial reports to the Governing Board to develop program priorities and budget recommendations.
- Approve all accounts payable and payroll postings.
- Submit funds requests to the School Facilities Board for District’s projects as appropriate.
- Prepare fixed asset reports as required.
- Administers a comprehensive business and operations program for the purpose of maintaining a workforce with adequate staffing.
- Serve as Student Activities Treasurer.
- Perform any duties and responsibilities that are within the scope of employment, as assigned by the Associate Superintendent and/or Superintendent.
Licenses or Certifications
• A valid IVP Fingerprint Clearance Card
• Certified Public Accountant License preferred
• Possession of a valid Arizona Driver’s License
• Any combination equivalent to a Bachelor’s Degree in Business, Finance or Accounting or closely related field which provides the required knowledge, skills and abilities
• Master’s degree in School Business Management or a closely related field preferred
Experience
• Minimum of five years of experience in Arizona School Finance, Accounting and Budget Analysis.
• Successful leadership experience in public school district business administration and working with operations as transportation, maintenance/custodial and food services.
• Extensive experience with supervisory methods and practices in the areas of leadership.
Skills, Knowledge & Abilities
• Skilled in performing a variety of cost analyses and calculations.
• Skilled in leading and directing the operations, functions and activities of the Business Services Department.
• Knowledge of and experience with auditing principles, principles of accounting, budget, and fiscal procedures and methods, laws, and regulations apply to school district accounting systems.
• Ability to prepare clear and concise administrative reports.
• Proficiency with Microsoft software applications and iVisions.
• Strong communication skills to work effectively with the general public, administrators, faculty, support staff, parents, the Governing Board, ADE, community organizations and vendors.
• Ability to exercise independent judgment, discretion and confidentiality in handling confidential and private personnel information.
• Ability to multi-task with a high degree of accuracy.
• Possess a high level of English proficiency, including grammar and spelling, for oral and written communications, report writing, preparation of written correspondence and developing and presenting professional development for employees.

Working Environment
• The working environment is primarily in an office setting.
• This position requires the employee to be able to travel between school sites and the district office. Travel is occasional to frequent in the local area with infrequent trips within and out-of-state.
