Job Title: Safety Supervisor
Department: Safety
Reports To: Safety Director
Job Summary:
Provide functional support to Operations by visiting job sites providing EH&S and QAQC presence to ensure compliance with all regulations and procedures set forth by the Company, Customer, State and Federal agencies:
· Work hours – expected onsite to show a daily safety presence and awareness. Work nights and weekends as needed to support Operations.
· Conduct hazard and risk assessments and provide guidance and solutions for corrective actions and preventative measures to eliminate risk and unsafe conditions and behaviors.
· Conduct Pipeline Safety Management System assessments to ensure compliance with all Federal, State, and Local Distribution Companies (LDC) polices and procedures.
· Document positive/safe and negative/unsafe observations, near misses, good catches, and inspections.
· Verify employee operator qualifications are compliant with LDC’s Operator Qualification plan.
· Verify employees have the appropriate safety training, qualification, or certification for the task being performed.
· Verify, update and maintain employee training and certification records.
· Maintain a stock of PPE and issue it out, as necessary. Track the PPE issued to the Foremen/Crew.
· Support regulatory agency inspections/investigations.
· Assist operations/QAQC with the calibration and inspection of equipment and tools.
· Schedule and/or conduct annual medical review and fit testing.
· Assist HR and Operations with pre-employment, post-accident, random, and reasonable suspicion drug testing and recordkeeping.
· Conduct and document daily, weekly, monthly, and annual inspections of tools and equipment as required.
· Issue out disciplinary action as required per Supervision and Ownership.
· Develop and implement health and safety plans (HASP), job hazard analysis (JHA), and any other safety related documentation required.
· Have and maintain a working knowledge and understanding of the Company, Customers, and Regulatory rules and regulations.
· Attend and participate in required meetings, committees, and conferences.
Incident Investigations:
· Investigate incidents determining root cause, contributing factors, and corrective actions.
· Complete and submit incident report to the Safety Notification Group within a reasonable amount of time, which is within 24 hours.
Follow up on and obtain supporting documentation that needs to be secured and sent to the Insurance Company.
· For serious incidents, complete an incident analysis report.
· Communicate internally and externally as appropriate.
Training - Safety and QAQC:
· Schedule, develop and present safety training to employees including weekly safety meetings consisting of toolbox topics, safety alerts, monthly safety focus, O&M procedure updates, and any other additional training that is required.
· Complete new hire and refresher orientation.
· Complete driver’s training and evaluation.
· Maintain organized training and testing records.
Operator Qualifications (OQ):
· Train and qualify for each LDC’s Operator Qualification program requirements.
Purchasing:
· Obtain estimates from Vendors and complete the job buy out to compare and contrast Vendor pricing.
· Obtain purchase order prior to purchasing.
· Obtain approval and provide estimate to Safety Manager/Director prior to purchasing.
Qualifications:
- Bachelor’s degree in Occupational Health and Safety, Environmental Science, or a related field; or
- 1 years of experience in safety management, preferably in utility or construction environments.
- Strong knowledge of OSHA, PHMSA, and other safety-related regulations.
- Excellent communication, problem-solving, and organizational skills.
- Ability to travel to various job sites as needed.
Skills:
- Strong understanding of health and safety regulations and systems.
- Ability to interpret and apply regulatory guidelines in the field.
- Excellent organizational and recordkeeping skills.
- Strong interpersonal skills and ability to work effectively within a team.
- Proficiency in Microsoft Office Suite and safety management software.
Working Conditions:
- Regular field visits are required.
- Availability for occasional nights or weekends to support field operations.
- Work in both office and field environments, including exposure to outdoor weather conditions.
