General Statement Of Duties
This managerial position oversees all financial aspects of Burke County (the "County"), performing advanced professional and administrative work directing the financial operations of the County. This position is responsible for the statutory duties as described under the Local Government Budget and Fiscal Control Act. Additionally, this role provides strategic financial leadership through the alignment of fiscal planning, fund allocation, and resource investment, with the County’s long-term organizational priorities.
Supervisory Responsibilities
- Organizes and oversees Finance Department assigned personnel decisions such as hiring, promotions, demotions, performance management, disciplinary actions, and terminations.
- Conducts Finance Department personnel performance evaluations that are timely and constructive
- Organizes and oversees training and work of assigned Finance Department personnel
To successfully perform this position, an individual must be able to perform the following:
- Oversees, coordinates, and directs departmental activities, including accounts payable and receivable, payroll, investments, assets, purchasing, audit, grant funding and capital project planning.
- Coordinates the annual independent audit in accordance with NCGS 159-34, preparing documentation, assisting auditors with requests, ensuring the timely completion and submission of the audit to the LGC, and coordinating any corrective action based on findings of deficiencies.
- Manages the investment of funds and the County investment portfolio, ensuring compliance with NCGS 159-30 and NCGS 159-31.
- Establishes and maintains efficient financial accounting systems in compliance with GAAP and GASB requirements.
- Assists, confers, and works with the County Manager on County projects, strategies, and goals
- Attends, represents, and participates at various meetings, committees, councils, and organizations to provide information about the County to external agencies and organizations
- Formulates, reviews, and manages the County's financial reporting to ensure accuracy
- Serves as a key player on the budget development team, forecasting annual revenue and expense targets, and supporting the development of the annual organizational budget.
- Extend and participate in all regular and pre-agenda Board of Commissioner’s meetings.
- Serves as a resource for County leadership and other departmental staff, providing advice or consultation on financial matters as needed.
- Performs other duties as required or assigned
- Bachelor Degree in Accounting, Business Administration, Finance, or another related field, and at least six (6) years of extensive experience in governmental accounting or another closely related field providing the necessary knowledge and skill to perform this position, or, an equivalent combination of education and experience.
- Master’s Degree in Business Administration, Public Administration, or Accounting is preferred.
- Valid North Carolina Driver's License
- North Carolina Government Finance Officers Association Certification (within 2 or more years of hire)
- Previous experience with Tyler Technologies Munis System is preferred.
- Active NC CPA license preferred.
- Standard vision requirements, with or without corrective lenses
- Occasionally spends time sitting, climbing or balancing, stooping, kneeling, crouching, crawling, and reaching with hands and arms
- Routinely lifts to up to twenty-five (25) pounds
- Routinely spends time standing and walking
- Frequently spends time speaking or hearing and using hands or fingers to handle, fee, type, or text
- Must be able to express and exchange ideas through verbal communications
- Must be able to prepare and analyze written or computer data
- Must be able to observe general surroundings
- Occasional exposure to some disagreeable elements (i.e., dust, heat, fumes, cold, or noise)
- Subjected to considerable mental effort and stressful situations during day-to-day operations
- Proficient in spoken and written English
- Ability to convey detailed instructions loudly, accurately, and/or quickly
- Knowledge of GAAP, GASB, and NCGS
- Experience working in a large-scale ERP system, preferably in the government setting.
- Ability to receive detailed instructions or information through verbal communication
- Ability to select, evaluate, and interpret data from several sources, such as guidelines, policies, and procedures
- Strong verbal and written communication and interpersonal skills
- Strong organization and time management skills with a proven ability to meet deadlines
- Extremely proficient in systems and technologies required to provide financial services to the County
- Knowledge of computer usage and keyboarding, including Microsoft or related software
- Strong analytical, decision-making, and problem-solving skills
- Excellent supervisory and leadership skills
