Summary: The Site Manager is responsible for the comprehensive day-to-day management of Diamond View Apartments, a 58-unit HUD-assisted cooperative housing community in San Francisco, including property operations, regulatory compliance, financial oversight, and resident relations. This role works closely with the cooperative board to implement governance decisions while ensuring adherence to HUD requirements and maintaining accurate reporting and documentation. The Site Manager also coordinates maintenance and vendor services, and fosters a safe, well maintained, and collaborative community.
Specific Duties and Responsibilities: The following reflects Burbank Housing’s definition of essential functions for this job but does not restrict the tasks that may be assigned.
- Oversee day-to-day property operations to ensure the community is safe, clean, and well-maintained.
- Review tenant applications and determine eligibility; maintain waitlist; show available units to interested applicants.
- Manage certifications, recertifications, and income verifications in accordance with HUD guidelines.
- Conduct regular property inspections and ensure timely resolution of maintenance issues.
- Ensure compliance with local and state regulations, and maintain strict adherence to HUD regulations and reporting requirements.
- Prepare and maintain accurate records for audits and inspections.
- Coordinate with regulatory agencies and respond to audit findings as needed.
- Assist in budget preparation and monitor operating expenses.
- Oversee rent/charge collections and ensure accurate financial reporting.
- Work with accounting staff or external partners on financial statements and reserve planning.
- Serve as the primary liaison between residents, the cooperative board, and management.
- Support cooperative governance, including attending board meetings and implementing board decisions.
- Address resident concerns and resolve conflicts professionally and promptly
- Promote a positive, inclusive community environment.
- Attend Monthly Board of Directors meeting and present a Management Report.
- Other duties as assigned.

Education and/or Experience: A minimum of 3 years’ experience managing a large apartment complex, subsidized housing experience preferred. A Real Estate license or college level property management course work is preferred.

- Strong time management skills and ability to multi-task.
Preferred Certifications
Certified Occupancy Specialist (COS) or equivalent HUD certification or ability to obtain certification within six months.
Certified Property Manager (CPM) or Accredited Residential Manager (ARM) a plus
Other Skills and Requirements:
Minimum 3–5 years of property management experience, preferably with HUD or affordable housing programs
Strong knowledge of HUD regulations, including compliance and reporting requirements
Experience working with cooperative housing or resident boards is highly desirable
Excellent organizational, communication, and conflict resolution skills
Proficiency in property management software and Microsoft Office Suite
Physical Demands: While performing the duties of this job, the employee is regularly required to walk; climb stairs, sit; use hands to handle objects/operate keyboards, tools, or controls; reach with hands and arms from the waist and above the shoulders; stoop; kneel and crouch; lift up to 30 pounds; see, talk and hear. A pre-placement physical is required.
