The Felony Drug Diversion Coordinator serves as the operational lead for the evidence-based Felony Drug Diversion program within the Buncombe County Justice Resource Center. The Felony Drug Diversion program provides education and support for individuals recovering from substance use disorders and mental health challenges that are facing certain felony drug charges in Buncombe County.
Involvement in the criminal justice system can carry life-long impacts on the health, safety, and well-being of individuals, families, and neighborhoods. Many individuals with justice involvement are also impacted by poverty, trauma, mental illness, and/or substance use.
The Justice Resource Center serves and supports individuals who are involved with the criminal justice system by providing diversion programs, resources, and evidence-based programming designed to decrease recidivism and support positive decision making. It is our goal to increase public safety and reduce recidivism. We create seamless linkages with systems that people navigate - including health care, housing, education, workforce, behavioral health, law enforcement and the courts.
The Felony Drug Diversion Coordinator regularly collaborates with justice system and other community partners including law enforcement, District Attorney office, Public Defenders, Pretrial Services, Judges, jail and prison reentry programs, behavioral health providers, peer support specialists, and more!
The Felony Drug Diversion program functions primarily as a Mentor/Peer model. North Carolina Certified Peer Support Specialists (NCCPSS) and individuals with “lived experience” in relation to behavioral health recovery experiences are encouraged to apply.
We are seeking a dynamic, motivational, and detail-oriented professional with strong interpersonal, case management, group facilitation, organizational, and customer service skills to assist, advocate, encourage, and empower individuals seeking recovery.
Purpose of the position:
The purpose of this position is to coordinate and implement assigned programs and/or services to support the strategic direction of the department and organization by connecting community participants to services.
Minimum Education, Training and/or Experience (required at time of hire): Associate’s Degree in a related field and three (3) years of related experience; or an equivalent combination of education and experience.
Additional Training and Experience: May require program specific training and experience.
Knowledge, Skills, Abilities:
  • Knowledge of principles, practices, procedures and philosophies of assigned program and community-based services.
  • Knowledge of organizational culture and resources, both internal to Buncombe County and in the community
  • Knowledge of ethical guidelines applicable to the position as outlined by professional standards, federal, state, and local laws or ordinances.
  • Knowledge of the laws, regulations, and policies, which govern programs as well as financial streams, which support individual programs.
Knowledge of the programs and service delivery mechanisms in assigned work areas.
  • Ability to collect and analyze data and conduct program and performance reviews/audits.
  • Ability to effectively use various complex software applications.
  • General knowledge of the principles and practices of public administration and planning, an ability to communicate effectively with professional and administrative personnel
  • Ability to exercise judgment and discretion in applying and interpreting policies and procedures.
  • Interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Essential Functions of the Position:
  • Organize and manage day-to-day activities of assigned program to ensure program objectives are met.
  • Synthesize and analyze program data across a program/department and design/develop process improvements, evaluation reports and presentations.
  • Represent assigned program in meetings, presentations, trainings, and outreach as needed.
  • Provide programmatic performance outcomes and ensure accurate and timely reporting.
  • May assist in researching grant funding options and prepare, submit, and oversee grants in a timely fashion.
  • Act as the liaison and conduit between key shareholders, the community, and the department to convey relevant information and ensure effective collaboration.
  • Perform other related duties as assigned.
In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
