About Building Talent Foundation
Building Talent Foundation (BTF) is a national nonprofit organization founded by the Leading Builders of America to address the acute and persistent talent shortage across residential construction. BTF recruits, trains, mentors, coaches, and places new talent into residential construction careers while connecting employers, training providers, community organizations, and job seekers through JobsToBuild and hands-on workforce support.
Position Summary
The Talent Acquisition & Business Development Project Manager is an execution-focused role responsible for recruiting talent, developing employer relationships, generating job opportunities, and managing BTF workforce initiatives across Texas, beginning with Houston. This person combines hands-on talent acquisition and consultative sales skills with disciplined project management to move candidates, employers, and partner commitments from opportunity to measurable results.
The role owns key parts of the candidate and employer pipeline: sourcing and recruiting job seekers, qualifying talent, developing new employer relationships, identifying hiring needs, securing job orders, coordinating candidate-to-employer matches, and managing projects through completion. The position works closely with the Fund Development Manager, VP of Operations, regional leaders, Engagement Managers, and the JobsToBuild team to ensure recruiting, sales, placement, and project goals stay aligned.
Key Responsibilities
RECRUITING AND TALENT ACQUISITION
- Source, recruit, screen, and engage candidates for residential construction and skilled-trades opportunities using JobsToBuild, community partners, training providers, events, referrals, and direct outreach.
- Conduct candidate intake and qualification conversations to assess experience, interests, work readiness, location, compensation expectations, and fit for available employer opportunities.
- Build and maintain an active talent pipeline; coordinate interviews, candidate submissions, follow-up, placement, and early retention support with Engagement Managers and JobsToBuild staff.
EMPLOYER SALES AND BUSINESS DEVELOPMENT
- Prospect and develop relationships with residential construction employers, trade partners, builders, and industry organizations across Texas, beginning with Houston.
- Use consultative sales techniques to identify workforce needs, communicate BTF’s value proposition, overcome objections, and convert employer interest into active partnerships and hiring opportunities.
- Secure new and repeat job orders, clarify job requirements and hiring timelines, and maintain consistent follow-up until opportunities are filled or closed.
- Grow employer participation in JobsToBuild through outreach, demonstrations, registrations, hiring events, referrals, and ongoing account engagement.
PROJECT MANAGEMENT AND EXECUTION
- Translate workforce, partner, and funder commitments into clear project plans with deliverables, owners, milestones, dependencies, timelines, and measurable outcomes.
- Manage multiple recruiting, employer-engagement, hiring-event, and workforce projects simultaneously while maintaining strong organization, communication, and follow-through.
- Coordinate cross-functional meetings and handoffs; identify risks, delays, and barriers early, recommend solutions, and escalate issues requiring leadership decisions.
CANDIDATE-TO-EMPLOYER CONVERSION
- Match qualified candidates to employer job orders and coordinate submissions, interviews, hiring decisions, start dates, and post-placement follow-up.
- Maintain consistent communication with candidates and employers throughout the hiring process to reduce drop-off, remove barriers, and improve placement outcomes.
- Track recruiting and sales pipeline activity from first contact through registration, job order, candidate submission, placement, and retention.
DATA, CRM, AND PERFORMANCE ACCOUNTABILITY
- Maintain accurate and timely candidate, employer, job-order, project, and outcome records in Salesforce, JobsToBuild, and other approved systems.
- Build concise pipeline and project reports showing recruiting activity, employer outreach, job orders, candidate submissions, interviews, placements, milestones, risks, and next actions.
- Use performance data to prioritize recruiting and employer-development activity, identify gaps, and improve conversion across the talent and employer pipeline.
Qualifications
REQUIRED
- At least two years of relevant experience in recruiting, talent acquisition, staffing, workforce development, sales/business development, employer engagement, project coordination, or a related field.
- Demonstrated ability to source and engage candidates, build relationships, manage a pipeline, and move prospects or opportunities toward a defined outcome.
- Strong sales and relationship-building skills, including prospecting, discovery, follow-up, presenting a value proposition, and asking for commitment or next steps.
- Demonstrated project management skills with the ability to manage multiple stakeholders, priorities, deadlines, deliverables, and follow-up with limited supervision.
- Residence in greater Houston, ability to travel within Texas as needed, and comfort using CRM, applicant/talent systems, project-management tools, and reporting platforms.
PREFERRED
- Bachelor's degree or an equivalent combination of education and relevant professional experience.
- Experience in recruiting or staffing for residential construction, skilled trades, workforce development, job placement, employer services, or other high-volume/frontline talent environments.
- Familiarity with Houston's workforce and residential construction ecosystem; experience with Salesforce, JobsToBuild or similar ATS/CRM platforms; and experience managing employer accounts or regional projects.
Performance Metrics
- Recruiting pipeline shows consistent candidate sourcing, screening, submissions, interviews, placements, and follow-up against assigned goals.
- Employer pipeline grows through documented outreach, new relationships, JobsToBuild registrations, job orders, repeat hiring activity, and strong account follow-up.
- Assigned projects have current workplans, clear owners, active timelines, accurate status reporting, and on-time delivery of key commitments.
- Leadership receives reliable visibility into recruiting, sales, placement, and project performance, supported by accurate Salesforce and JobsToBuild data.
