What are the responsibilities and job description for the ARC Community Development Specialist position at BUFFALO TRACE AREA DEVELOPMENT DISTRICT INC?
The Buffalo Trace Area Development District is seeking a qualified candidate for a grant-funded position within the Community Development Department. The ARC Community Development Specialist will work specifically within the three designated Appalachian Regional Commission counties of the Buffalo Trace Region, which includes Fleming, Lewis, and Robertson. The Specialist will work directly under the advisement and supervision of the Community Development Director to aid counties in advancing initiatives in specifically identified areas of need. These areas may include, but are not limited to, housing, broadband, technology, cybersecurity, community facilities, public facilities, recreation and tourism.
The specialist will perform duties related to research, data collection/analysis, planning, project development, grant writing, application submittals, and project management. The specialist will work closely with local elected officials, state and federal agencies, community stakeholders, and other agencies in advancing the development of our ARC region. The specialist will be responsible for coordinating meetings and travelling to all three counties will be required during regular business hours to successfully fulfill job duties. Evening meetings may be required at times.
Successful candidates should possess knowledge in project administration, as they will be responsible for project oversight, collaboration and coordination of project stakeholders, budgeting and financial accountability of projects, progress reporting, records and file retention, and other such duties necessary to administer projects.
Candidates should be able to work as a team but also independently, have good verbal and written communication skills, be personable and able to maintain good working relationships with all other parties, possess excellent writing skills, be detail oriented and organized, self-motivated, have ability to critically think, apply learned knowledge appropriately, and willing to learn new duties as needed. Candidates must be able to multi-task and carry forward multiple projects simultaneously and successfully.
Candidates must have a bachelor’s degree from an accredited college or university in business or public administration, or similar field. Must possess a valid driver’s license and be insurable under the agency vehicle insurance policy. GIS experience is a bonus if applicant is familiar with GIS, mapping, ARC GIS, and other such software; but GIS ability is not mandatory to apply.
