POSITION DESCRIPTION
POSITION TITLE: HUMAN RESOURCES MANAGER
LOCATION: Prescott, AZ
REPORTS TO: Refer to the Yavapai Gaming Agency Organization Chart
FLSA STATUS: Exempt
SCOPE OF WORK:
Will perform all the tasks required to maintain efficient personnel service. Will ensure the performance of those personnel functions which will best serve the Yavapai Gaming Agency (YGA) and its employees.
Will become familiar with the Tribal/State Gaming Compact, National Indian Gaming Commission’s
(NIGC) Minimum Internal Control Standards (MICS), the Tribal Gaming Code, Indian Gaming
Regulatory Act (IGRA), the Bank Secrecy Act (BSA) Title 31, and Departmental Internal Controls and
Job Instructions.

The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position;
- Will be responsible for meeting annual operating budgets and YGA Key Performance Indicators
(KPI) as identified;
- Will provide leadership, management, and direction to Human Resources (HR) staff;
- Will provide coaching and counseling to management and employees as needed;
- Will facilitate resolution of employee relations issues and employee/supervisor conflict;
- Will advise management and employees on the interpretation of employment policies and practices;
- Will ensure consistent application of policies and recommends policy changes as appropriate;
- Will monitor, recommend and review disciplinary and termination actions;
- Will case manage and conduct discrimination, harassment and other employment-related investigations and respond to employment-related claims as required or needed;
- Will keep current on all relevant legislation to ensure the policies and practices are in compliance;
- Will coordinate and administer the performance management process;
- Will be responsible for all personnel records and employee files and ensures compliance with all relevant employee documentation laws and best practices;
- Will ensure that training programs are administered to include new hire orientation, guest service training, drug and alcohol training, responsible gaming training and management training;
- Will process and coordinate unemployment hearings and appeals as needed;
- Will ensure that vacant positions are posted and advertised and monitors the recruitment process;
- Will manage the HR Information System and assist in the implementation, upgrades and maintenance of the system;
- Will maintain records and comply statistical reports concerning personnel-related data, such as hires, transfers, performance appraisals, absenteeism rates and turnover rates;
- Will analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization’s personnel policies and practices;
JOBDES-Human Resources Manager
- Will measure, analyze, and report all appropriate HR-related metrics, including attrition/retention, unemployment, and workers’ compensation;
- Will oversee FMLA and other leave requests and approvals to ensure consistent application and documentation are in compliance with Personnel Policies;
- Will oversee reasonable accommodation requests and works with Department Directors;
- Will oversee the disciplinary process and decisions, ensuring consistent application of the Company’s progressive disciplinary process;
- Will be responsible for hiring, training and disciplinary actions of Human Resources Department personnel;
- Will develop and manage Human Resources Department budget;
- Will identify staff vacancies and recruit, interview and select applicants;
- Will request background checks as required;
- Will ensure that Personnel Action Forms for new and current employees are created and forwarded on to Tribal Payroll and Regulatory for processing as required;
- Will ensure drug screening is accomplished on all new and current employees as required;
- Will ensure that all outgoing employees are properly cleared to include completion of the Personnel
Action Form;
- Will perform and report exit interviews on all outgoing employees to Casino General Manager;
- Will maintain, update, interpret, and explain the Yavapai Gaming Agency’s Personnel Policies;
- Will monitor industrial injury claims under the Employee Occupational Accident Insurance Program;
- Will attend and conduct various meetings as needed or directed;
- Will work closely with the Tribe’s Personnel Director and Health, Research and Benefits
Coordinator;
- Will be an advocate for the employees, management, and the Tribe.
MINIMUM REQUIREMENTS:
- Must have five (5) years progressively responsible level human resources experience;
- Must maintain a high degree of confidentiality and be HIPAA compliant;
- Must have knowledge of principles and practices regarding recruitment and selection;
- Must have knowledge of human resources theories, principles, practices and employment-related laws;
- Must have experience working with and managing a HR Information System;
- Must have the ability to make mathematical calculations and draw logical conclusions;
- Must have the ability to work under pressure, remaining calm, cool and collected (i.e., handling significant problems and tasks which come up simultaneously and/or unexpectedly);
- Must have strong leadership and supervisory abilities;
- Must have solid analytical and negotiating skills;
- Must have ability to work with highly sensitive, confidential and emotional situations and assignments;
- Must have ability to listen and communicate both verbally and in writing and establish and maintain courteous and respectful relationships with co-workers and vendors;
- Must remain unbiased at all times;
- Must have the ability to handle multiple projects simultaneously and use good judgment in prioritizing work assignments;
- Must have strong working knowledge of standard office equipment including a computer, computer software, timekeeping procedures, telephone, calculator and copy and fax machines;

- Must be physically able to perform the manual tasks that may be required, such as periodically lift, pull or push 25 lbs.;
- Must have the ability to sit/stand for extended periods of time;
- Must have the ability to report for work on time and perform the duties of the job for an entire work day;
- Must be able to work flexible hours;
- Must pass a pre-employment drug screening and adhere to the Tribe/Gaming’s Drug and Alcohol
Free Workplace Policy during the course of employment;
- Must pass a background security check prior to and during the course of employment with the
Tribe/Gaming Agency in order to meet the Tribal State Compact and/or Tribal Gaming Ordinance;
- Must adhere to all Tribal/Gaming Agency Personnel Policies and Procedures;
- Must have a valid Arizona Driver’s License and be insurable under the Yavapai-Prescott Indian
Tribe’s Auto Insurance Carrier;
- Must be self-reliant and capable of working independently as appropriate or necessary;
- Must possess excellent interpersonal and communication skills, and a strong orientation to excellent customer service.
PREFERRED REQUIREMENTS:
- Prefer a Bachelor’s Degree in Business Administration, Management or related field;
- Prefer at least two years of human resources supervisory experience;
- Prefer human resources certification
- Prefer knowledge of principles, practices and regulations regarding benefits administration.
